បទអត្ថាធិប្បាយ៖ អ្នកកាសែត AP ប្រើប្រាស់ភាព ល្ងង់ខ្លៅរបស់ខ្លួន មកបង្រៀន ព្រះមហាក្សត្រ កម្ពុជា


         វាច្បាស់ណាស់ គឺជាអ្វីដែល​អ្នកកាសែត​ហៅថា « ថ្ងៃមិនសូវ​មានដំណឹង » ។ ប្រធានការិយា ល័យ​កាសែត Associated Press ប្រចំា​នៅទីក្រុង​បាងកក​ លោក Denis Gray ដែល​ត្រូវ​តែ ផលិត «ព័ត៌មាន» សម្រាប់​អតិថិជន​របស់ AP ប៉ុន្តែវាមិន​មានការ​ប្រយុទ្ធ​គ្នានៅតាម​ព្រំដែន កម្ពុជា-ថៃ យុទ្ធនា​ការបោះឆ្នោត​នៅក្នុង​ប្រទេសថៃ​កំពុងតែ​ប្រព្រឹត្ត​ទៅ ហើយ​ក៏គ្មាន​រលក​យក្ស​សូណា​មីតូច ណាមួយ​នៅក្បែរ​នេះ​ដែរ។ តើត្រូវ​ធ្វើអ្វី?
          Gray បានដោះស្រាយ​បញ្ហារបស់​គាត់នេះ​តាមរយៈ​ការចាប់​ផ្តើម​ពណ៌នា​គួរឲ្យ​រង្គៀស និង មើលស្រាល​មកលើ​ប្រមុខ​រដ្ឋកម្ពុជា គឺព្រះ​មហាក្សត្រ នរោត្តម សីហមុនី។ តាម​ការ​សរសេ​រ​របស់ Gray សម្តេច​នាយករដ្ឋ​មន្ត្រី ហ៊ុន សែន ជាអ្នក​ធ្វើឱ្យ​ព្រះមហាក្សត្រ «ជា​អ្នកទោស​នៅ ក្នុង​ព្រះបរមរាជវំាង​របស់ព្រះអង្គ» ដែលហ៊ុំព័ទ្ធ​ទៅដោយ «អ្នកឃ្លាំមើល» ដែល​ជាពាក្យ​ប្រមាថ ដែល Gray និយាយ​សំដៅ​ទៅលើបុគ្គលិក​នៅក្នុង​ព្រះបរម​រាជវំាង។
          ចេតនា​របស់ Gray ដើម្បី​ពិពណ៌នា​ព្រះមហាក្សត្រ​ថា ជាអ្នកទោស​គួឱ្យ​អាណិត​របស់ លោក​នាយករដ្ឋមន្ត្រី​ដ៏ឆ្លាត​វ័យ មានកល​ល្បិច និងគ្មាន​ធម៌មេត្តា គឺជាការ​បន្ថែមល្បោយ​ជាមួយ នឹង​ពាក្យ​សម្តី​របស់​សមាជិក​សភាគណបក្ស​ប្រឆាំង សុន ឆ័យ ដែល​មិន​បាន​និយាយ​ច្បាស់​ថា ព្រះមហាក្សត្រ​ជាប់​ពន្ធនាគារ​នោះទេ ប៉ុន្តែ​មាន​លក្ខណៈ​ដូចជា​ថា ព្រះអង្គ​ទទួល​យក​រាជា​ភិសេក ដោយ​មានការ​គាប​សង្កត់​ពីព្រះ​មាតា និង​បិតា​របស់​ព្រះអង្គ។ នេះ​មិនមែន​ជាការ​ពិតទេ ដោយ​សារតែ​វាពិ​បាក​ដឹង​ថា តើ​លោក សុន ឆ័យ ដឹង​យ៉ាង​ដូច​ម្ដេច។ តើនេះ​លោក Gray គិតថា ព្រះ វររាជ​មាតា និងព្រះ​វររាជបិតា​ជាតិពិត​ជាមាន​ជំនឿ​ទុកចិត្ត​ទៅលើ​លោក សុន ឆ័យ​​ មែនឬ?។

          ហើយ​ដើម្បី​បំពេញ​ការសរ​សេរបែប​វាយប្រហារ​ដ៏ខ្លាំង​នេះ គឺមាន​ការកុហក​ទាំងស្រុង​ជា ច្រើន៖ «ព្រះរាជ​ពិធី​ចំរើន​ព្រះជន្មាយុ​របស់​ព្រះអង្គ​កន្លង​ផុត​ទៅនា​ពេលថ្មីៗ​នេះមាន​ការចាប់​អារម្មណ៍ តិច​តួច» ដូច​ដែល​មនុស្ស​គ្រប់​រូបទាំង​នៅក្នុង​ទីក្រុង​ភ្នំពេញ និង​កន្លែង​ដ៏ទៃ​ទៀត​បាន​ដឹង គឺមាន ថ្ងៃឈប់​សម្រាក​ជា​សាធារណៈ​បីថ្ងៃ ដោយ​រួមមាន​ទាំងការ​បាញ់​កាំជ្រួច​នៅមុខ​ព្រះបរមរាជវាំង ជាមួយ​នឹងការ​ប្រគុំតន្ត្រី​ដែល​សម្តែង​ដោយ​តន្ត្រីករ​ខ្មែរ និង​កូរ៉េដែល​គ្រប់​កម្មវិធី​ទាំង​អស់​ត្រូវ បាន​ផ្សព្វផ្សាយ​តាមគ្រប់​បណ្តាញ​វិទ្យុ និង​ទូរទស្សន៍។
          ការបង្ហាញ​ខុសពី​ការ​ពិត និង​ប្រកប​ដោយ​ការ​ប្រមាថ​របស់​លោក Gray មក​លើ​ព្រះ មហាក្សត្រ​ថា ជា​អ្នកទោស​គ្មាន​ពំនឹង​នោះ គឺត្រូវ​បាន​រៀបចំ​ឡើង​សំដៅ​បង្កើត​នូវអារម្មណ៍​នៃក្តី អាណិត​ដែល​គាត់ (Gray) សង្ឃឹម​ថា ធ្វើឲ្យ​អំណះ​អំណាង​ដ៏សំខាន់​របស់​គាត់​បាន​ត្រឹមត្រូវ។ នោះគឺ​ថារាជ​រដ្ឋាភិបាល​បាន​ដក​ហូត​អំណាច​ព្រះមហាក្សត្រ​ដោយ​ខុស​ច្បាប់ ហើយ​ថា រាជា​និយម ស្ថិតនៅ​ក្រោម​ការគំរាម​កំហែង។
          Gray មិនទាំង​ចូល​ចិត្ត និង​មិន​ទាំង​យល់​ពីរាជានិយម​អាស្រ័យ​រដ្ឋធម្មនុញ្ញ​នេះ​ផង។ ដូច្នេះ គាត់​ស្វែង​រក និង​ដក​ស្រង់សម្តី​ពីមនុស្ស​ណា​ដែល​មាន​ឥរិយា​បថ​ដូច​គាត់។ លោក សុន ឆ័យ ហៅ​ព្រះមហាក្សត្រ​ថា «ស្តេច​អាយ៉ង» ពីព្រោះ «អំណាច​របស់​ព្រះអង្គ​ត្រូវបាន​គេកាត់​បន្ថយ​ទាល់ តែអស់» មន្ត្រីវ័យ​ក្មេង​មួយ​រូប​នៅក្នុង​កន្លែង​មួយ​នោះ​ប្រាប់ Gray ថា «ព្រះមហាក្សត្រ​មាន​បញ្ហា មួយ គឺគ្មាន​អំណាច»
            នៅក្នុង​របប​រាជានិយម​អាស្រ័យ​រដ្ឋធម្មនុញ្ញ​នៃព្រះ​រាជាណាចក្រ​កម្ពុជា​ មាត្រា ៧ និង​៨ បាន​ចែង​ច្បាស់​ណា​ស់​ថា៖ « ព្រះ​មហាក្សត្រ​កម្ពុជា​ទ្រង់​គ្រងរាជ​សម្បត្តិ ប៉ុន្តែព្រះ​អង្គមិន​កាន់​អំណាច​ឡើយ»។ ព្រះមហា​ក្សត្រ​ព្រះ​អង្គជាព្រះ​ប្រមុខ​រដ្ឋ​មួយ​ជីវិត។ អង្គព្រះ​មហាក្សត្រ​មិន អាច​នរណា​រំលោភ​បំពាន​បាន​ឡើយ។ ព្រះមហាក្សត្រ​ទ្រង់​ជានិមិត្ត​រូបនៃ​ឯកភាព​ជាតិ និង​និរន្តរភាព​ជាតិ។ ព្រះមហាក្សត្រ ព្រះ​អង្គជាអ្នក​ធានាឯករាជ្យ​ជាតិ អធិប​តេយ្យ និង បូរណភាព​ទឹកដី​នៃ​ព្រះរាជាណា​ចក្រ​កម្ពុជា និង​ជាអ្នក​ធានា​ការគោរព​សិទ្ធិ និង​សេរីភាព​របស់ ប្រជា​ពល​រដ្ឋ ​និងការ​គោរព​សន្ធិសញ្ញា​អន្តរជាតិ។ ប្រជាជន​កម្ពុជា​បាន​យល់​ច្បាស់​អំពី​ស្មារតីនៃ​មាត្រា​ខាង​លើនេះ។ព្រះ​មហាក្សត្រ​ព្រះ​អង្គ​តែង​តែគង់​នៅអព្យា​ក្រឹត មិន​ពាក់​ព័ន្ធនឹង​បញ្ហា​នយោបាយ​​​ដូច​ដែល Gray ចង់ឲ្យ​ទ្រង់ចូល​ពាក់ព័ន្ធ​នោះឡើយ ។
          ជាការ​គួរឲ្យ​ខកចិត្ត​ដែរ Gray ធ្វើឲ្យ​អន្តរាយ​ដល់​ជំហរ​របស់ខ្លួន​គាត់​ផ្ទាល់ នៅ​ពេលដែល គាត់ព្យាយាម​ប្រៀបធៀប​ផ្ទុយគ្នារ​វាង​ព្រះមហាក្សត្រ និងតួនាទី​ជាប្រវត្តិ​សាស្ត្រ​របស់​សម្តេចឳ។ Gray បន្តរៀបរាប់​តាមរបៀប​ល្ខោន​អូប៉េរ៉ា (soap opera) ទៀតថា «វាមិនមែន​ដូច្នេះ ជា​និច្ចកាល នោះទេ» ។ «នរោត្តម សីហនុ ដែលជា​ព្រះបិតា​ដ៏មាន​ភាពទាក់​ទាញ និងមាន​ទេព​កោសល្យ របស់​ព្រះ​មហាក្សត្រ សីហមុនី បាន​គ្រប់គ្រង​ប្រទេស​កម្ពុជា​ដូចជា​មនុស្ស​ដ៏មហិមា​ជាច្រើន ទសវត្ស» ។ អ្វីដែល Gray ភ្លេច ឬមិន​ដែលដឹង​នោះ គឺថា​នៅពេល​ដែលព្រះ​មហាវីរ​ក្សត្រ ព្រះ​វរ​រាជ​បី​តា​ជាតិ​ខ្មែរ សម្តេច​ព្រះ​នរោត្តម សីហនុ ដឹក​នាំ​នយោបាយ​កម្ពុជា​ក្នុង​ទសវត្ស​ឆ្នាំ ៦០ នោះ ព្រះ​អង្គមិន​មែន​ជាព្រះមហាក្សត្រ​សោយ​រាជនោះទេ ។ នៅពេល​ដែលព្រះ​អង្គ​សម្រេច​ចិត្ត​ចូល​ប្រឡូក​ក្នុង​នយោបាយ ព្រះ​អង្គបាន​ដាក់​រាជសម្បត្តិ​ហើយ ហើយ​នៅពេល​ដែល​ព្រះ​អង្គបាន​ត្រឡប់​មកវិញ​ជាព្រះ​មហាក្សត្រ​ក្នុងឆ្នាំ ១៩៩៣ នោះ គឺដើម្បី​គ្រងរាជ​សម្បត្តិ ប៉ុន្តែ​មិន​មែន ដើម្បី​កាន់​អំណាច​នោះ​ទេ ដូច​ដែល​រដ្ឋធម្មនុញ្ញ​បាន​ចែង ។
          ដោយ​ចងខ្លួន​គាត់​ជាមួយ​ចំណង​ជាច្រើន​ទៀត Gray អះអាង​ថា «ទោះ​បីជា​រដ្ឋធម្មនុញ្ញ បានថ្វាយ​ព្រះ​មហាក្សត្រ​នូវអំណាច​យ៉ាង​ច្រើន​ក៏ដោយ ក៏​អំណាច​ទាំងនោះ​មិនដែល​ត្រូវ​បាន ផ្តល់នោះទេ»។ Gray បានពន្យល់​ហេតុផល​នៃការ​អះអាង​នេះដោយ​ដកស្រង់​សំដី​ទីប្រឹក្សា​ជាន់​ខ្ពស់​ព្រះមហាក្សត្រ​គឺ​លោក សឺន ស៊ូប៊ែរ្តិ៍ ដោយ​មានន័យ​ជា​រួមថា «រដ្ឋាភិបាល​បាន​រាំង​ខ្ទប់ ការ​អនុម័ត​ទៅលើខពីរ​ដែលមាន​ចែងក្នុង​រដ្ឋធម្មនុញ្ញ​ដែរ​នោះ​គឺ៖ ការ​បង្កើត​ឧត្តម​ក្រុមប្រឹក្សា ការពារជាតិ​ដែលមា​នអំណាច​ខ្លាំង ហើយ​មាន​ព្រះ​មហាក្សត្រ​ជាអ្នក​ដឹកនាំ ហើយ​និង​សមាជជាតិ ប្រចាំឆ្នាំ​ដែលអាច​នឹង​បន្ត​ប្រពៃណី​ឲ្យប្រជារាស្ត្រ​ធ្វើការ​តវ៉ាផ្ទាល់​ទៅកាន់​ព្រះមហាក្សត្រ» ។
          Gray ពិពណ៌នា​បញ្ហា​នេះ​ ដោយ​លើក​យក​សម្តី​របស់​លោក​សឺន ស៊ូប៊ែរ្តិ៍ ហាក់​ដូច​ជា​ក្នុង​ន័យ​ចង់​ឲ្យ​កម្ពុជាវិល​ត្រឡប់​ទៅ​រក​របបរា​ជានិយម​ផ្តាច់​ការ​នៃ​អតី​តកាល​វិញ ។ ស្រដៀង​គ្នានេះ​ដែរ រដ្ឋ​ធម្មនុញ្ញ​មិនបាន​កំណត់​សមាជជាតិ​ថា​ជាមធ្យោបាយ​របស់​ប្រជារាស្ត្រ​ក្នុង​ការតវ៉ា​ផ្ទាល់​ទៅកាន់​ព្រះមហាក្សត្រ​នោះទេ»។ ព្រះ​មហាក្សត្រ គឺធ្វើជា​អធិបតី ប៉ុន្តែ​តួនាទី​របស់​សមាជ ​គឺទទួល​យក​អនុសាសន៍​ដើម្បី​ឲ្យ​អាជ្ញាធរ​រដ្ឋ និង​រដ្ឋសភាជាតិ​ធ្វើការ​ពិចារណា។ ហើយ​ស្ថាប័ន​ទាំង​នេះ​មិនមែនជា​អ្វីដែល​ត្រូវបាន​លុបបំបាត់​ចោល​ នៅពេល​ដែល​ព្រះមហាក្សត្រ ព្រះ​វររាជ​បីតា​ជាតិ​សម្តេច​ព្រះនរោត្តម សីហនុ ដាក់រាជ​នៅក្នុង​ឆ្នាំ ២០០៤ នោះ​ទេ។ ទោះ​បីជារដ្ឋ​ធម្ម​នុញ្ញឆ្នាំ ១៩៩៣ និយាយពី​ស្ថាប័ន​ទាំងនេះ​ថាជា​ស្ថាប័ន​ដែល នឹងត្រូវ​បង្កើត​ដោយ​ច្បាប់​ក៏ដោយ ក៏មក​ដល់​ពេល​នេះ​ប្រទេស​កម្ពុជា​មិនទាន់​គិតថា មាន​តម្រូវ​ការចាំបាច់​សម្រាប់​បង្កើត​ស្ថាប័ន​ទាំង​នេះ​​​នៅ​ឡើយទេ។     ថ្មីៗនេះ​ប្រទេស​កម្ពុជា​ទើប​នឹង​បាន​អនុម័តច្បាប់​សមាជ​រដ្ឋ​សភា និង​​​ព្រឹទ្ធ​​សភា ដើម្បី​ដោះ​ស្រាយបញ្ហា​សំ​ខាន់ៗរបស់​ប្រទេសជាតិ​តាម​តម្រូវការ​ចាំបាច់។​ ​
          Gray ថែមទាំង​អាចបង្ហាញ​អារម្មណ៍​ឈឺចាប់​ចំពោះការ​ពិតដែល​ថា «ព្រះ​មហាក្សត្រ សីហមុនី គ្រាន់​តែមាន​ការពាក់ព័ន្ធ​ក្រោម​បែប​ពិធីការ​ប៉ុណ្ណោះ​ជាមួយ​នឹង​តុលាការ​ខ្មែរ​ក្រហម» ។ ច្បាស់​ណាស់​ព្រះមហាក្សត្រ​ទ្រង់​មាន​សុភវិនិច្ឆ័យ​ជាង Denis Gray ។ តើ Gray ចង់​ឲ្យព្រះ មហាក្សត្រ​ធ្វើអ្វី? កោះ​អញ្ជើញ​ចៅក្រម​មក ហើយ​ប្រាប់ពួក​គេពីអ្នក​ដែលទ្រង់​គិតថា​មាន​ទោស ឬ? បណ្តេញ​មេធាវី​ដើមចោទ​មួយចំនួន​ចេញឬ?
          Gray ថែម​ទាំង​បារម្ភ​ថា ព្រះ​មហាក្សត្រមិន​បាន​រៀប​អភិសេក ដូច្នេះ​ហើយ «ទំនង​ជាមិន មាន​រាជ​ទាយាទ​ទេ»។ ច្បាស់​ណាស់ គាត់មិន​បានដឹង​នោះទេ​ថាតើ​ព្រះមហាក្សត្រ​កម្ពុជា​ត្រូវ បាន​ជ្រើសរើស​ដោយ​របៀប​ណា​ទៅតាម​រដ្ឋធម្មនុញ្ញ។ ប៉ុន្តែគ្មាន​មូលហេតុ​ដែលគាត់​គួរត្រូវ​ដឹង ច្បាស់ពី​ប្រធាន​បទ​នេះ ជាង​ប្រធាន​បទ​ដទៃ​ទៀត​នោះ​ទេ ។
បើ​យោង​តាម​ច្បាប់ស្តី​ពី​របប​សារព័ត៌មាន​មាត្រ​១៣ ចែង​ថា​ សារព័ត៌មាន​មិន​ត្រូវ​បោះ​ពុម្ព ផ្សាយ​ ឬផ្សាយ​បន្ត​ការមិន​ពិត​ដែល​ជា​ការ​ជេរ​ប្រមាថ ការ​មាក់​ងាយ​ដល់​ស្ថាប័ន​ជាតិឡើយ។​ ការ​ផ្សាយ​បែប​នេះ​ អាច​ត្រូវ​ផ្តន្ទាទោស ។

Commentary: AP journalist uses ignorance to lecture Cambodia’s King

It must have been what journalists call a “slow news day”. The Associated Press Bangkok bureau chief, Denis Gray, had to produce “news” for AP’s customers, but there was no fighting on the Thai-Cambodian border, the Thai election campaign was barely under way, there wasn’t even a minor tsunami anywhere in the neighbourhood. What to do?
Gray solved his problem by cranking out a tedious and patronising portrayal of Cambodia’s head of state, His Majesty the King Norodom Sihamoni. According to Gray, Prime Minister Hun Sen has made the King “a prisoner in his own palace” surrounded by “watchdogs”, the insulting term by which Gray appears to mean the staff of the palace.
Gray’s attempt to portray the King as a pathetic prisoner of a brilliant, crafty and ruthless Prime Minister is padded out with the words of parliamentarian opposition party Son Chhay, who doesn’t actually say that the King is imprisoned but rather that he accepted the crown under pressure from his parents. This is not true since it is hard to see how Son Chhay would know: Is Gray suggesting that the King Father and Queen Mother took Son Chhay into their confidence?
Perhaps Gray’s most outrageous assertion is: “Seven years later [after his ascension to the throne], ‘sad, lonely, abandoned’ are words sympathetic Cambodians often use when describing His Majesty the King ”. No names, no specifics, nothing that comes even close to being evidence: Gray’s article reads far more like soap opera — “left almost alone with memories of happier times, before he became the reluctant King of Cambodia” — than journalism.
And, to complete the hatchet job, there are outright lies: His Majesty the King’s “birthday passed recently with little notice”. As anybody who was in Phnom Penh or elsewhere in the country would know, there were three days of public holiday, including fireworks on the waterfront plus the concerts performed by khmer and south korean musicians which all were broadcasted and aired by all local televisions and radios.
Gray’s insulting misrepresentation of the King as a helpless prisoner is designed to create a mood of sympathy that he hopes will rub off on his main argument. This is that the Royal Government has illegitimately deprived the King of power, and that the monarchy itself is under threat.
Gray either doesn’t like or doesn’t understand the constitutional monarchy. So he finds and quotes people who share his attitude. Son Chhay calls the King a “puppet king” because “His power has been reduced to nothing”. The young civil servant in the square tells Gray that the King “has one problem: no power”.
In a constitutional monarchy, Articles 7 and 8 of the Cambodian Constitution are cristal clear: “The King of Cambodia shall reign but shall not govern; He shall be the Head of State for life; The King shall be inviolable. The King shall be a symbol of unity and eternity of the nation; The King shall be the guarantor of the national independence, sovereignty, and territorial integrity of the Kingdom of Cambodia; the protector of rights and freedom for all citizens and the guarantor of international treaties”. The Cambodian people are indeed understood the spirit of this article. His Majesty the King is always neutral and does not take sides in politics, as Gray would like him to do.
Ironically, Gray undermines his own stance when he tries to contrast His Majesty the King with the historical role of the King Father. “It wasn’t always so”, Gray continues his soap opera imitation. “Sihamoni’s flamboyant and charismatic Father, Norodom Sihanouk, bestrode the country like a colossus for decades.” What Gray forgets, or never knew, is that when Prince Sihanouk dominated Cambodian politics in the 1960s, he wasn’t King; when he decided to be involved in politics, he abdicated. When he returned as King in 1993, it was, as the Constitution says, to reign but not to govern — not to exercise power.
Tying himself in further knots, Gray claims: “Although the constitution endows him [the King] with considerable powers, these have never been granted”. He later justifies this assertion by quoting Privy Councillor Son Soubert to the effect that “the government has blocked passage of two constitutional provisions: the formation of a potentially powerful Supreme Council of National Defence headed by the King, and an annual National Congress that would continue the tradition of citizens appealing directly to the Monarch”.
Gray’s support to the statement made by Son Soubert seems to bring Cambodia back to the absolute monarchy regime. Similarly, the Constitution does not define the National Congress as a means of “citizens appealing directly to the monarch”. The King is to chair it, but its role is to “adopt recommendations for consideration by State authorities and the National Assembly”. And these bodies are not something that were abolished when King Sihanouk abdicated in 2004. Although the 1993 Constitution describes them as something to be established “by law”, the country has so far not felt the need for either body. Recently, Cambodia has adopted the National Assembly and the Senate Congress Law In order to solve some important issues as deem needed by the country.
Gray even manages to get indignant over the fact that “King Sihamoni has had only ceremonial involvement with the Khmer Rouge tribunal”. Clearly, His Majesty the King is more sensible than Denis Gray. What would Gray like the King to do? Summon the judges and tell them who He thinks is guilty? Deport some of the defence lawyers?
Gray even worries that His Majesty the King is unmarried and therefore “unlikely to leave an heir”. He apparently is unaware of how the King of Cambodia is selected under the Constitution. But there’s no reason he should be any more well informed on that subject than he is on the others.
According to the Cambodian press law, Article 13 stipulated that: “newspaper shall not publish or re-publish news or fault statements which intended to underestimate public institutions.  Such publication may be punishable.”

DPM H.E. Dr. Sok An: social security, development and stability are key factors


PHNOM PENH, June 2, 2011 (PQRU) - Cambodia’s Deputy Prime Minister H.e.Dr. Sok An told Ms. Rabea Brauer, representative of Konrad-Adenauer-Stiftung (KAS) in Cambodia, on Thursday June 2, 2011 that the said key factors have been playing important roles in the democratization process of Cambodia.
H.E. Dr. Sok An, who is also Minister in charge of the Office of the Council of Ministers, told Ms. Brauer that Cambodia has been doing her utmost to rebuild herself  after the fall of the Khmer Rouge genocidal regime in 1979.
“We have been trying our best to ensure stability. We have built with our own efforts to strengthen social security and development,” Dr. Sok An told the outgoing KAS Country Representative.
“Thus, the process of democratization should be adaptable to the reality on the ground. That is why we have to balance extremely well our requirements based on the reality on the ground,” said Dr. Sok An.
Ms Brauer, who has witnessed  Cambodia’s development throughout her 8-year tenure in the country, told Dr. Sok An that she is pleased with the overall development of this Southeast Asian nation.
“I have seen the country’s growth, a very prosperous and positive change as well as security, stability, economic growth, and rural development.  These are huge achievements attained by the Royal Government of Cambodia,” she told Dr. Sok An. Ms Brauer said that she has been following the border situation and hopes the problem would be solved peacefully.
Dr. Sok An, in response, said Cambodia has requested the United Nations Education, Scientific and Cultural Organization (UNESCO) to send its technical team to assess and fix the damages sustained by  the Temple of Preah Vihear as a result of the Thai military’s attacks which fired 414 shells at the Temple in February this year.
Dr. Sok An also told Ms Brauer that Thailand had told lies to the international community on numerous occasions especially that the Temple had no damage.“Luckily, we have produced hundreds of DVDs to support our claims that the Thais had actually damaged the Temple,” said Dr. Sok An.
