-Excellency, ladies and
Gentlemen,
1.
At the outset, I would like to join the previous distinguished
speakers to express my sincere congratulations to His Excellency Nassir bin
Abdulziz al Nasser on his election as the President of the 66th
Session of the UN General Assembly. We are confident that with his able
leadership, our deliberations will be guided towards a successful conclusion.
2.
I would like also to take this opportunity to warmly congratulate His
Excellency Mr. Ban Ki-moon for being unanimously chosen by the General
Assembly to serve a second term. The Royal Government of Cambodia acknowledges
with great admiration his outstanding leadership and untiring efforts to
overcome many current global challenges.
3.
Cambodia welcomes warmly the Republic of South Sudan as a new member
of the United Nations. We will continue to dispatch more peacekeepers under the
United Nation Peace Keeping Operation to help humanitarian activities in
demining in this friendly new State.

We live in an interconnected world where global challenges such as
economic and financial crisis, climate change, energy and food security,
terrorism, proliferation of weapons of Mass Destruction (WMD) etc… are
increasingly complex and continue to haunt the whole world.
Global Economic and
Financial Governance
5.
The global economy remains somewhat fragile, and there are many
risks and challenges to a durable exit from the crisis. The growth of the world
economy has decelerated in 2011, as the global economy is now facing three
major challenges: sovereign debt, slow growth, and social instability. The
problem of unemployment has been very severe in advanced economies and
inflation is emerging in the developing economies. This has created havoc in
many parts of the world, as continued instability in the financial sector,
especially in the US and the Euro zone has dampened global trade with flow-on
effect on export, in particular that of developing countries. Therefore a wide
range of policy responses and long-overdue reforms must be implemented to
accelerate growth and bring the global economy out of the crisis.

The crisis has reaffirmed the importance of global economic and
financial governance reform, including strengthening the institutional role of
the International Monetary Fund (IMF).
7.
Asia has become an essential partner in the global economy and has
taken the lead in advancing global recovery. Cambodia’s economy, for instance,
is growing after a decline in 2008 and 2009 with an expected growth of 8.7%
this year. With strong, robust economies, East Asia and ASEAN are well
positioned to assume their responsibilities to contribute to addressing the
global economic and financial crisis.
Millennium Development
Goals (MDGs)
8.
Although some significant success have been achieved in attainting
the Millennium Development Goals (MDGs), most developing countries, in
particular the Least Developed Countries (LDCs) will continue to face many huge
hurdles on their path to reach the MDGs targets.
9.
Continued economic and financial instability in the developed world
has exacerbated uncertainty in funding for development projects in poor
countries. Persistently high fuel oil price is straining every economic aspect
of developing countries. Worsening food security situation is holding back
progress in reducing malnutrition and child mortality. Furthermore, the
burden of debt repayment constitutes another major challenge for the LDCs to
meet the MDGs targets. Facing these tremendous challenges, poverty reduction
remains the highest and foremost priority of the world, which requires steady
economic growth and a more pro-poor policy.
10. In
the context of the global effort to meet the Millennium Development Goals,
Cambodia has been listed among 20 countries making the most absolute progress
on MDGs, and was accorded, last year, the “MDG Award 2010” by the MDG
Award Committee in New York, for its outstanding progress towards achievement
of the MDG goal 6.
Climate Change
11. Climate
change is no doubt becoming a constant threat to our existence with its
devastating impact worldwide.Drought
and flooding have become more frequent and more severe in many parts of the
world, affecting millions of people. The current horrific drought at the horn
of Africa represents another most painful tragedy caused by global warming. The
threat of Climate change is a reality and it is a huge challenge for the
global community.
12. It
is regrettable that much of the promises pledged during the Copenhagen and
Cancun Meetings of the United Nations Climate Change Conference to assist the
developing countries to cope with climate change remains to be delivered
timely. Now, while the world is facing another financial turmoil, let us
not forget that actions on climate change cannot wait. Climate change is
progressing every day, triggering more and more frequent natural disasters. The
developing countries are hoping for timely support for their efforts to address
adaptation and mitigation and to develop clean energy and call the developed
world to honor their commitment under the Copenhagen and Cancun conferences.
13. The
coming United Nations Climate Change Conference COP17, in Durban- South Africa
in November, shall not be another delusion but the place to demonstrate our
true collective willingness to share the responsibility and to achieve a real
breakthrough to face climate change. While facing obstacles in achieving a
binding accord, Cambodia hopes that the Kyoto Protocol, which is due to expire
next year, will be extended during the DURBAN Conference.
14. Cambodia
for its part has successfully launched its own initiative called “ Cambodia
Climate Change Alliance ” (CCCA) since 2009 with the objective to strengthen
our national institutions for climate change risk. Cambodia is also
implementing numerous projects within the framework of “ The United Nation Programme
on Reducing Emissions from Deforestation and Forest Degradation in Developing
Countries ” (UN-REDD) while actively promoting adaptation and mitigations
measures through the project “ Promoting Climate Resilient-Water Management and
Agricultural Practices in Rural Cambodia ”.
Food and Energy Security
15. Food
and energy security are still major issues of global concern. Although the
recent surge in energy cost has subsided, the prices of fuel oil remain
extremely volatile. High fuel oil prices present a major burden on poor
countries which lack financial resources as well as knowhow to develop
alternative and clean sources of energy. As the world depends heavily on fuel
oil, we should act in concert to prevent unruly speculation and price instability
which have a devastating effect on developing countries, where efforts to
reduce poverty and meet the MDGs targets. May be it is time to consider
establishing a world body comprising of major producers and consumers of fuel
oil to ensure a reasonable price limit. The world should not be at the
mercy of oil speculation.
16. A
more holistic approach for addressing energy security is the transfer of
relevant knowledge and technology to assist developing countries in exploiting
alternative sources of energy. Reducing reliance on fossil fuel will also
contribute significantly to slowing down the pace of global warming and climate
change as it reduces emission of harmful greenhouse gases produced by the
burning of fossil fuel.
17. Energy
security, on the other hand, is closely linked with food security. The soaring
of fuel oil prices in recent years has not only caused rising food prices, but
also reduced agricultural land for the production of bio-energy as an
alternative to fossil fuel. A balanced approach should be taken to address this
twin problem. Food insecurity is also caused and aggravated by the global
financial and economic meltdown and increasing world population.
18. The
number of undernourished people in the world is still unacceptably
high. The growth of global population will inevitably lead to increasing
demand on both energy and food.
19. For
its part, Cambodia is doing its best to contribute to the world food security,
by intensifying rice production as the top priority of the government’s policy.
More and more rice paddy are available for export. Cambodia is also seeking to
establish an Association of Rice Exporters in the ACMECS framework, comprising
of five rice-exporting countries in Southeast Asia - Cambodia, Laos, Myanmar,
Thailand and Vietnam. The Association aims to contribute to stabilizing
the food market and prevent speculation of food prices.

Letter Allen Myers to The Nation news ' Contorted logic to attack a neighbour'
Tulsathit Taptim’s “Let’s just condemn the coup
and play soccer” (21
September) uses a gratuitous attack on
Cambodian Prime Minister Hun Sen as a stick with which to beat Thai opponents
of the 2006 Bangkok coup.
To the limited degree that his article has a
coherent argument, it is that a friendly football match between Thai and
Cambodian officials proves that Thais who opposed the military coup are not
really democrats.
To buttress his absurd claim, Tulsathit resorts
to further inventions. “Thai politicians who portray themselves as champions of
democracy”, he writes, “hero-worship Hun Sen”. Thai democrats “adore” the
“Phnom Penh strongman”. Why Thai democrats would look to Cambodia or any other
country for inspiration isn’t explained. Does Tulsathit perhaps think Thailand
lacks inspiring political leaders?
Tulsathit does not mention that the 1987 Amnesty
International report alleging torture of political prisoners in Cambodia was
compiled during a civil war, nor that all of AI’s accusations came from
refugees on the Thai border — that is, from people
under the political and military control of the forces fighting the government.
Aside from 24-year-old horror stories, Tulsathit
uses rhetorical questions to imply that conditions in Cambodia are horrible,
without taking responsibility for actually saying so: “I just asked a
question”. Although Tulsathit is not interested in the answers, some readers
may be, so I will try to answer them.
“How many independent websites has Hun Sen
allowed in Cambodia?” There are thousands of websites
in Cambodia, both commercial and non-commercial. Aside from government
websites, they are all independent: even if it wanted to, the government could
hardly have officials involved in determining the content of all of them.
“Did he [Hun Sen] ever stage a coup?” No,
although lazy journalists are in the habit of describing the 1997 fighting
between the Cambodian People’s Party and Funcinpec as a “coup”.
“Where are his political opponents now?” Some,
from Funcinpec, are no longer opponents;
they are now part of the coalition government. Other opponents are in the
National Assembly, the Senate and commune councils, and living and working
among their neighbours in villages, towns and cities around Cambodia. The
question implies that anyone opposed to the government must be in prison. If
Tulsathit knows of anyone he thinks was imprisoned merely for being politically
opposed to the government, he should be specific.
“Can anti-government protesters pour blood at the
gates of his house?” While there are frequent demonstrations in front of the
Prime Minister’s residence, I know of no instance in which demonstrators have
engaged in such unhygienic behaviour. Is Tulsathit suggesting that pouring
blood is a form of political activity that ought to be generalised?
“Is Cambodia an NGO paradise?” The government has
never claimed that Cambodia is a paradise for anyone. Like most elected
governments, it describes its task as improving the situation of the entire
population, not as creating a paradise for any specific group. Although it may
not be a paradise for NGOs, Cambodia has more than 3000 of them, so it can’t be
too difficult.
“Are the Cambodian armed forces democracy-lovers that
stay away from politics and never let themselves become tools of politicians?”
Cambodians members of the armed forces have the same right as other citizens to
vote for political candidates. The only time that Cambodian armed forces
overthrew a government was in 1970. That event was disastrous for the country,
which is one reason that most Cambodians, including soldiers, believe that the
armed forces should be controlled and directed by the elected government,
rather than the other way around. Tulsathit’s disparaging reference to the
armed forces being “tools” of politicians suggests that he prefers to have the
military in charge.
Finally, calling Hun Sen a “dictator” violates normal
usage, in which “dictator” refers to someone who takes control without
electoral or other constitutional authority. Hun Sen has been elected Prime
Minister repeatedly in internationally observed elections. Was there any
instance in which Tulsathit referred to the leaders of the 2006 coup as
“dictators”?

ចម្លើយ៖ រឿងព្រឹត្តិការណ៍ដែលបានកើតឡើងចាប់ពីថ្ងៃទី១៥ ខែកញ្ញា មកដល់ពេលនេះគឺជាព្រឹត្តិការណ៍ដែលបង្ហាញអំពីកិត្តិយសជាតិយើងនៅលើឆាកអន្តរជាតិ ដោយកម្ពុជាបានដើរតួជាម្ចាស់ផ្ទះក្នុងនាមជាប្រទេស ឯករាជ្យ ប្រជាធិបតេយ្យ អាចស្វាគមន៍ចំពោះថ្នាក់ដឹកនាំសំខាន់ៗ ជាពិសេសនៅក្នុងតំបន់អាស៊ី-ប៉ាស៊ីហ្វិក និងប្រទេសជិតខាងរបស់យើង ដែលពីមុនប្រទេសទាំងពីរធ្លាប់បានរងគ្រោះមួយរយៈតូចកាលក្នុងរជ្ជកាលលោក អាប់ភីស៊ីត គឺប្រទេសថៃតែម្តង។
ដំណើរទស្សនកិច្ចរបស់លោកជំទាវ យីងឡាក់ គឺជាចំណុចចាប់ផ្តើមនៃកិច្ចសហប្រតិបត្តិការគ្នាជាថ្មីឡើងវិញ ដែលត្រូវបានល្អក់កករនៅក្នុងយុគ្គសម័យរដ្ឋាភិបាលរបស់លោក អាប់ភីស៊ីត ។ ការចាប់ផ្តើមនេះ មិនមែនជាការកសាងឡើងវិញទេ តែវាជាការបន្តឡើងវិញនូវអ្វីដែលកម្ពុជា និងថៃ ធ្លាប់ល្អនិងគ្នា ហើយបានធ្វើកិច្ចការច្រើនជាមួយគ្នា។ ការចាប់ផ្តើមនេះ គឺជាការចាប់ផ្តើមរបស់ រដ្ឋាភិបាលលោកជំទាវ យីងឡាក់ តែម្តងចំពោះកម្ពុជា។ វាគឺជាការដែលប្រជាជាតិទាំងពីរ និងអន្តរជាតិ កំពុងរង់ចាំ និងស្វាគមន៍ នូវដំណោះស្រាយដែលកើតចេញពីការបង្កជម្លោះដោយក្រុមជាតិនិយមជ្រុលរបស់លោក អាប់ភីស៊ីត និងក្រុមអាវលឿង រហូតដល់កម្ពុជាឈានទៅដល់ដំណោះស្រាយតាមបែបពហុភាគី និងតាមបែបយុត្ថាធិការអន្តរជាតិ គឺតុលាការយុត្តិធម៌ទីក្រុងឡាអេ។ នេះជាដំណោះស្រាយមួយតាមការព្រមព្រៀងគ្នារវាងលោកជំទាវ យីងឡាក់ ជាមួយភាគីកម្ពុជា ដែលប្រមុខរដ្ឋាភិបាលកម្ពុជាបានបញ្ជាក់ពីជំហរស្រុះស្រួលគ្នា ក្នុងការឯកភាព គោរពនូវសេចក្តីសម្រេច ឬក៏វិធានការណ៍បណ្តោះអាសន្ន របស់តុលាការយុត្តិធម៌អន្តរជាតិ គឺយើងមិនត្រឡប់ទៅរកការប្រទាញប្រទង់គ្នាតាមបែបអូសបន្លាយ មិនស្មោះត្រង់របស់ក្រុមអាប់ភីស៊ីតទៀតទេ។ កិត្យានុភាពនេះ មិនមែនបានតែប្រយោជន៍សម្រាប់កម្ពុជា-ថៃ នោះទេ តែវាបានជាប្រយោជន៍អន្តរជាតិដែលបង្ហាញថា បើគ្មានរដ្ឋាភិបាលថៃដែលមានការយល់គ្នាទៅវិញទៅមកចំពោះរដ្ឋាភិបាលកម្ពុជាទេ អំណាចយុត្ថាធិការអន្តរជាតិ នឹងត្រូវរាំងស្ទះដោយសារតែនយោបាយជាតិនិយមជ្រុលរបស់ថៃនេះឯង។ ឥឡូវនេះទោះបីជាចំណុចទាំងអស់មិនទាន់ត្រូវបានដោះស្រាយភ្លាមៗក៏ដោយ ក៏ប៉ុន្តែមានការព្រមព្រៀងគ្នាអនុវត្ត និងគោរពទៅតាមវិធានការណ៍បណ្តោះអាសន្នរបស់តុលាការយុត្តិធម៌អន្តរជាតិទីក្រុងឡាអេផងដែរ ដែលនេះគឺជាចំណុចសំខាន់ណាស់។ ចំណុចមួយទៀត ដែលប្រជាជាតិខ្មែរត្រូវទទួលស្គាល់ និងអត់ធ្មត់ ដើម្បីកុំឲ្យចាញ់នូវឃោសនា និងឧបាយកលរបស់គណបក្សប្រឆាំង គឺថានៅពេលដែលរដ្ឋាភិបាលថ្មី ទើបតែជាប់ឆ្នោតរបស់ថៃ ដែលកំពុងតែទទួលស្គាល់នូវទំនាក់ទំនងល្អរវាងកម្ពុជា យើងក៏ត្រូវទទួលស្គាល់ដែរអំពីបន្ទុកធ្ងន់របស់ លោកជំទាវ យីងឡាក់ ដែរនៅក្នុងស្ថានការណ៍នយោបាយក្នុងប្រទេស ដែលគាត់កំពុងប្រឈម តទល់ទៅនឹងនយោបាយជាតិនិយមជ្រុលរបស់ក្រុមលោក អាប់ភីស៊ីត ផង និងនយោបាយគាបសង្កត់ ដែលជាបញ្ហាផ្ទៃក្នុងរបស់ថៃផង គឺបញ្ហាគោរព និងទទួលស្គាល់នូវនយោបាយប្រជាធិបតេយ្យនេះឯង។ ដូច្នេះយើងត្រូវមានសុទិដ្ឋិនិយម គឺអ្វីៗ មិនអាចចង់បានលឿននោះទេ ដោយសារមានកត្តាផ្សេងៗជាច្រើនទៀតដែលដាក់សម្ពាធមកលើរដ្ឋាភិបាលលោកជំទាវ យីងឡាក់ ក្នុងការដោះស្រាយនូវអ្វីៗដែលនៅសេសសល់ជាមួយប្រមុខរដ្ឋាភិបាលកម្ពុជា គឺមិនបានភ្លាមៗនោះទេ។ សុទិដ្ឋិនិយមនេះ យើងបានឃើញរួចទៅហើយ ជាមួយនឹងការបើកច្រកព្រំដែន ទំនាក់ទំនងពាណិជ្ជកម្ម និងមានលទ្ធផលនៃការជួបសវនាការរវាងថ្នាក់ដឹកនាំនៃប្រទេសទាំងពីរ នៅក្នុងការព្រមព្រៀងគ្នា និងបានបន្ធូរនូវបរិយាកាសនយោបាយច្រើនណាស់ ដូចជាកិច្ចការទេសចរណ៍ កិច្ចការជំនួញពាណិជ្ជកម្ម និងកិច្ចការវីសា សម្រាប់ប្រទេសបីបួននេះទៀត។ ទាំងនេះគឺជាផ្លែផ្កាបញ្ជាក់ថារដ្ឋាភិបាលនៃប្រទេសទាំងពីរកំពុងធ្វើកិច្ចសហប្រតិបត្តិការ ដើម្បីផ្តល់នូវការជឿជាក់ដល់ប្រជាជាតិរបស់ខ្លួនក្នុងការទទួលបាននូវផលប្រយោជន៍ទាំងសង្ខាង។
ជាមួយគ្នានេះក្រុមរបស់លោក អាប់ភីស៊ីត កំពុងតែមិនសប្បាយចិត្តចំពោះកិច្ចល្អូកល្អើន និងកិច្ចសហប្រតិបត្តិការល្អរបស់រដ្ឋាភិបាលកម្ពុជា និងរដ្ឋាភិបាលថ្មីរបស់ថៃនោះទេ គឺភាពច្រណែនឈ្នានីសនេះ បានបង្ហាញឲ្យឃើញថា ក្រុមរបស់ អាប់ភីស៊ីត កំពុងតែធ្វើចំណាត់ការក្នុងគំនិតទុច្ចរិត ដើម្បីរាំងខ្ទប់ ឬបំពុលបរិយាកាសចំពោះទំនាក់ទំនងល្អនេះ។

Cambodia sees greater cooperation with U.S. and looks to expand in agricultural sector
Phnom Penh, Sept. 22, 2011(PRU) – Deputy Prime Minister Dr. Sok An told the outgoing U.S. Ambassador that the Royal Government is pleased by the state of bilateral relations with Washington. Both agreed that relations have expanded since important figures of the two countries exchanged visits.
Dr. Sok An welcomed Washington’s move to begin its agricultural education program in Cambodia in the future.
“This has been a positive result of your term as ambassador,” Dr. Sok An told Ms. Rodley, who has completed her three-year posting to Cambodia.
Dr. Sok An recalled that in September 2010, Prime Minister Hun Sen met with President Obama in New York.
Also improving ties were the visits to Cambodia by former President Jimmy Carter and Secretary of State Hillary Clinton, said the Deputy Prime Minister. Former President Carter, a patron of Habitat for Humanity, visited Cambodia in 2009. Secretary of State Clinton visited in 2010.
H.E. Dr. Sok An thanked the U.S. and its legal experts who helped Cambodia to establish the law for the prosecution of the former Khmer Rouge leaders for their crimes in the 1970s.
“These are very important points,” Dr. Sok An said in the meeting.
Ambassador Rodley expressed her pleasure at Cambodia’s cooperation in various fields, which has contributed to expand the bilateral relations in the past and will continue to do so in the future.
Washington has contributed millions of dollars for the operation of the Extraordinary Chambers in the Courts of Cambodia to support the trial of the Khmer Rouge leaders.
“We have made progress together. I am happy that the first trial took place during my work in Cambodia. It was wonderful for me,” Rodley said, referring to the trial of Kaing Guek Eav, known as Duch, the head of S-21 prison under the Khmer Rouge regime.
Dr. Sok An thanked the U.S. for having supported Cambodia in international fora, for instance by voting in favor of inscribing the Temple of Preah Vihear as a World Heritage site.
“We are trying to boost agricultural production by modernizing farming,” Dr. Sok An said. He added that some companies have put up factories to process rice for export, and said that any investment in Cambodia’s agricultural sector is a plus. Farmers comprise 80 percent of Cambodia’s total population.
He welcomed increased U.S. investment and Washington’s assistance. In the first half of this year, Cambodia received more than $100 million in investments by U.S. companies, the Deputy Prime Minister said.
Dr. Sok An said that an estimated $200 million in assistance was provided by the U.S. over the last three years.
He also briefed the Ambassador about the situation along the border between Cambodia and Thailand, which is now much much better than during the term of the previous Thai government led by Abhisit Vejjajiva.
Dr. Sok An recalled that the International Court of Justice decided on July 18, 2011 that both parties should immediately withdraw their military personnel from the provisional demilitarized zone, and that Thailand should not obstruct Cambodia’s free access to the Temple of Preah Vihear. Both countries should allow observers appointed by ASEAN to have access to the provisional demilitarized zone.
Cambodia thanks UK for support; both sides look to increase cooperation

September 22, 2011 (PRU) – Deputy Prime Minister Dr. Sok An told the British
Ambassador on Thursday that the Royal Government is pleased with the United
Kingdom’s support in the trial of Khmer Rouge leaders and in other fields.
“Everything
have been improving in our bilateral cooperation, from supporting health care
to the trial of the Khmer Rouge leaders” Dr. Sok An, Minister in Charge of the
Office of the Council of Ministers, told Ambassador Andrew Mace.
H.E Dr. Sok
An said that bilateral trade has improved and he hoped that there will be
continuing improvement.
More British
tourists are now visiting Cambodia, and the number has increased to 100,000 a
year, he said. “The more tourists there are from your country, the more
investors from the United Kingdom want to offer services for tourists,” Dr. Sok
An told Ambassador Mace.
Ending his
three-year term in Cambodia, Ambassador Mace said he is pleased with Cambodia’s
cooperation during his mission in the kingdom.
Dr. Sok An
looks forward to more cooperation with the United Kingdom for the continued
success of the trial of the Khmer Rouge leaders.
He said that
the Ambassador has witnessed the rocky relations between Cambodia and Thailand
over the last three years. The border situation is now much better than during
the previous Thai government under Abhisit Vejjajiva.
“The
relations between the Royal Government of Cambodia and Thai government are
better now,” Dr. Sok An said of the new Bangkok government led by Yingluck
Shinawatra. “Prime Minister Hun Sen will play football with the Red Shirt group
of Thailand in the next two days,” he said.
Mr. Mace,
who witnessed the achievements of the Extraordinary Chambers in the Courts of Cambodia
(ECCC), said that his government would continue more support to the court. “The
Embassy will remain very active with the court,” he said.
Ambassador
Mace added that the U.K. government is looking forward to helping the RGC to
apply the legacies of the ECCC to the court system.
The outgoing
Ambassador said that he hoped the border situation at the Temple of Preah
Vihear will continue to improve and that Cambodia and Thailand will find a way
to settle their differences over the overlapping claims area in the Gulf of
Thailand, which is believed to have rich oil and gas deposits.
Dr. Sok An
said that Cambodia understands that the new Thai government will honor the
decision made by the International Court of Justice in July this year.
“Both sides
will honor and implement the Court’s orders,” the Deputy Prime Minister assured
the Ambassador.
Dr. Sok An
recalled the Court’s decision that both sides should pull out their troops from
the provisional demilitarized zone, which covers more than 17 square kilometers.
Cambodia, however, stressed that any military withdrawal must be witnessed by
independent military observers. “We will ask Indonesia to continue playing this
role,” he said.
Dr. Sok An
said that the Court’s order is “very clear, strong and in harmony with the
values of UNESCO” by allowing experts to assess damage sustained by the Temple
of Preah Vihear as the result of Thai bombardment.
Dr. Sok An
recalled that the Court said that Thailand should not obstruct Cambodia’s free
access to the Temple, and both parties should allow observers appointed by
ASEAN to have access to the provisional demilitarized zone. Both countries
should report to the court compliance or non-compliance.
