Excellencies, Ladies, Gentlemen,

Today, I have a great honor and pleasure to join Excellencies, Ladies, Gentlemen and the Football Teams in this opening ceremony of the Mekong Region Youth U21 International Football Tournament BIDC Cup 2011 here at Cambodia’s National Stadium. On behalf of Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia, I wish to extend my warm welcome to all football teams from China, Laos, Myanmar, Thailand and Vietnam who have spent valuable time participating in this 3-day tournament here in Phnom Penh. I consider this event as a starting point of the Mekong Region Youth Football Tournament, and hope that this kind of football tournament will be subsequently organized in the other Mekong countries in order to promote culture of cooperation and tolerance. 

Taking this opportunity, I wish to express my sincere appreciation to the Football Federation of Cambodia for organizing this international football tournament. Today’s tournament is held, thanks to the initiative of Samdech Techo Prime Minister, who had inspired the first football tournament BIDC Cup in Phnom Penh at the end of the year 2009. Also, I would like to express my sincere thanks to the Bank of Investment for Development in Cambodia, Metfone Mobile Company, Hong Anh Cha Lai Mining Company and Naga World Hotel for co-sponsoring this important event through the Football Federation of Cambodia.

Excellencies, Ladies, Gentlemen and Spectators

Sports play an important role in the modern lives. Sports do not only promote people health physically, mentally and wisely, but also contribute to mutual understanding, socio-cultural cooperation, international relations, tourism development, and commercial affairs. Nowadays, football is a type of sports which is widely supported by people all over world and is also the most world popular sport. Most importantly, football is a team sport, and its success factor  relies heavily on team members’ commitment, responsibilities, discipline, solidarity and cooperation.

In this regard,  I firmly believe that this Mekong Region Football Tournament will strengthen the bonds of friendship and solidarity in our region for the cause of the development in all fields through promoting international cooperation, supporting world peace policy and converting the border areas to peaceful and development zones. 

Once again, I wish to express my gratitude to the Football Federation of Cambodia, who has endeavored to improve the Cambodia’s football sport with a remarkable progress and who has collaborated with the development partners in organizing this international football tournament in the framework of the Mekong Region. This event signifies peace, political stability and social order in Cambodia as well as in the whole region which are the crucial foundations for assuring and attracting foreign investment for the development of our nations.

Finally, I wish Your Excellencies, Ladies, Gentlemen, national and international guests and football teams a great success, prosperity and happiness; and I also wish the event a great success.

May I now declare the opening of the Mekong Region Youth U21 International Football Tournament BIDC Cup 2011.

ឯកឧត្តម ​ អ៊ាង សុផល្លែត ជំនួយការសម្តេចតេជោ​នាយករដ្ឋមន្រ្តី​ឲ្យដឹងថា​ នៅក្នុង​ពិធី​សំណេះ​សំណា​លដែល​មានរយៈពេល​ប្រមាណ ៣ ម៉ោង​នៅវិមាន​សន្តិភាព នា​ថ្ងៃទី ៧ ខែ តុលា ឆ្នាំ ២០១១ សម្តេច​តេជោ​នាយករដ្ឋមន្រ្តី​បាន ធ្វើ​ការណែ​នាំ និង ផ្តល់​អនុសាសន៍​ដល់​ប្រតិភូ​យុវជន​កម្ពុជា​ទាំងអស់​គប្បី​ជំរុញ​ការពិភាក្សា ​​លើកិច្ចសហ​ប្រតិបត្តិការ​ក្នុង​ស្រទាប់​យុវជន​ពី​បណ្តា​ប្រទេស​និមួយៗ​ ពិសេស​ ត្រូវមាន​ការចង​ចាំថា​ពួកគេទាំង​ ២៩ រូប នេះ គឺជា​តំណាង​ប្រជាពល​រដ្ឋ​កម្ពុជា​ទាំង ១៤ លាន​នាក់។ សម្តេច​តេជោ​បាន​ក្រើន​រំលឹក​ដល់​យុវជន​ទាំង អស់កុំភ្លេចនូវតួនាទីរបស់ខ្លួន ដែល​ជាយុវជន​តំណាង​ឲ្យ​អធិបតេយ្យ​ភាព​ជាតិ និង មាន​សិទ្ធ​ដូចគ្នា​ក្នុងការប្រាស្រ័យ​ទាក់ទង​ជាមួយនិង​ប្រជាជាតិទាំង​អស់​ នៅលើ​សកល​លោក។

សម្តេចតេជោនាយក​រដ្ឋមន្រ្តី​ បាន​មាន​ប្រសាសន៍ឲ្យ​ដឹង​ថា មូល​ហេតុ​សំខាន់​ដែល​កម្ពុជាចូល​ជា​សមាជិក នៃ​សមាគម​ប្រជាជាតិ​អាស៊ី​អាគ្នេយ៍​មាន​កត្តា​សំខាន់ៗ​ចំនួន ៤ គឺទី ១ មានគោល​ការណ៍មិន​ជ្រៀត​ជ្រែក ចូល កិច្ចការ​ផ្ទៃក្នុង​រ​បស់ប្រ​ទេស​ផងខ្លួន ទី ២ បញ្ហា​ស្មារតី​សហគមន៍​នោះសោត​គឺរបៀបការងា​ររបស់​អាស៊ាន ដែល​ធ្វើការ​តាមស្មារតី​កុងសង់​ស៊ីស ទី ៣ ដើម្បី​ផលប្រយោជន៍​ខាង​សេដ្ឋកិច្ច និងទី ៤ គឺជាច្រក​ទំនាក់​ទំនងការ​ទូត​របស់​កម្ពុជា​ជាមួយ និង បណ្តា​ប្រទេស​ទាំងអស់​លើ​ពិភពលោក។
លោក ធាម រតនៈ ប្រធាន​គណៈប្រតិភូនា​វាយុវជន​កម្ពុជា​បានសំដែង​នូវការ​សប្បាយ​រីករាយ​ជាទី បំផុត​ជូនចំពោះ​សម្តេចតេជោ​នាយក​រដ្ឋមន្រ្តី ដែល​បានផ្តល់​ឱកាសឲ្យ​ប្រតិភូ​យុវជន​កម្ពុជា​បាន​ចូលជួប​សំដែង​ការ​គួរសម និង បាន​ទទួលនូវ​អនុសាសន៍​ដ៏ខ្ពង់​ខ្ពស់ពី​សម្តេចតេ​ជោនាយក​រដ្ឋមន្រ្តី​មុន​ នឹងចេញ ដំណើរ​ទស្សន​កិច្ចតាម​នាវា​យុវជន​អាស៊ាន​ជប៉ុន​លើកទី ៣៨ នេះ។ លោក ធាម រតនៈ បាន​ថ្លែងថា កម្មវិធី នេះ​មាន​សារ​សំខាន់​ខ្លាំង​ណាស់ ពោលគឺ​ដើម្បី​ពង្រីក​ការយល់ដឹង​រវាង​យុវជន​នៃបណ្តា​ប្រទេស​ជាសមា ជិក​អាស៊ាន​ទាំងអស់​ជា​មួយយុវជន​នៃ​ប្រទេស​​ជប៉ុននោះ។
គណៈប្រតិភូ ​នាវាយុវជន​អាស៊ាន​នៃ​ព្រះ​រាជាណាចក្រ​កម្ពុជា​ទាំង ២៩ នាក់ បាន​សំដែង​នូវ​ការ​ប្តេជ្ញាចិត្ត​នូវ​ចំពោះ​មុខ សម្តេច​តេជោ​នាយក​រដ្ឋមន្រ្តី​ថានឹង​ខិតខំ​ប្រឹង​ប្រែង​ផ្សព្វផ្សាយ​វប្បធម៌ បង្កើន​ចំណេះ​ដឹង រក្សា​ចំណង​មិត្តភាព​រវាង​យុវជន អាស៊ាន​ជាមួយ និង យុវជន​ជប៉ុន ហើយ​នៅពេល​ត្រឡប់​មក​កាន់​មាតុ​ប្រទេស​វិញ​នឹងចែក​នូវរំលែក​បទពិសោធន៍ និង ចំណេះ​ដឹង​ដល់​យុវជន​កម្ពុជា​ផហដែរ។
ចាប់ ​តាំងពីពេល​ដែល​ប្រទេស​កម្ពុជា​បាន​ចូល​ជាសមាជិក​ពេញ​សិទ្ធិ របស់​សមាគម​ប្រជាជាតិ​អាស៊ី អាគ្នេយ៍​នៅខែ​មេសា​ឆ្នាំ ១៩៩៨ មកគណៈប្រតិភូ​យុវជន​កម្ពុជា​បានចូល​រួម​ក្នុង​កម្មវិធី​នាវា​យុវជន​អាស៊ាន ​ជប៉ុន​មិន​ដែល​អាក់ខាន​ម្តងណា​ឡើយ។ ក្នុងឆ្នាំ ២០១១ នេះគណៈ​ប្រតិភូយុវ​ជន នៃ​ប្រទេស​អាស៊ាន​ទាំង​អស់នឹង ធ្វើការ​ជួប​ជុំគ្នា​នៅទីក្រុង​តូក្យូ​ប្រទេស​ជប៉ុន​នៅថ្ងៃទី ២៥ តុលា ឆ្នាំ ២០១១ មុននឹងការ​ចេញ​ដំណើរ​ទស្សនកិច្ច​ទៅកាន់ ប្រទេស​ជាសមាជិក​របស់​អាស៊ាន​ផ្សេងៗ​ទៀត​​ ក្នុង​កម្ម​វិធី​ដែល​មាន​រយៈ​ពេល​​ ៥៣ ថ្ងៃ។

Statement The Spokesperson of the Press and Quick Reaction Unit is dismayed by the pretentious, misleading and false accusation contained in The Nation’s Editorial dated 4 October 2011 under the title: “The New Cambodia comes to the world’s attention”
