សក្កានុពលជាច្រើនទៀត ដែលប្រទេស ទាំងពីរអាចធ្វើកិច្ចសហប្រតិបត្តិការជាមួយគ្នាបាន
ផងដែ។យោងតាមលោក អ៊ាង សុផល្លែត ជំនួយការសម្តេចតេជោនាយករដ្ឋមន្រ្តីឲ្យដឹងថា
នៅក្នុងជំនួប សម្តែងការគួរសម ជាមួយ សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន
នៅវិមាន សន្តិភាព ក្នុងរាជធានីភ្នំពេញ លោកជំទាវ គ្លីនតុន មានប្រសាសន៍ថា នៅក្នុងដំណើរទស្សនកិច្ច
មកកាន់ កម្ពុជា ដើម្បីចូលរួមក្នុងកិច្ចប្រជុំ អាស៊ាននេះ គឺដើម្បីស្ថាបនាឲ្យមានការរីក
ចម្រើន នូវអ្វី ដែលបានពិភាក្សា និងបានសហការគ្នានាពេលកន្លង មកនោះ។ លោកជំទាវ
គ្លីនតុន ថ្លែងថា លោកជំទាវបានសង្កេតឃើញថា មានចំណុចរីកចម្រើនជាច្រើន នៃកិច្ចសហប្រតិបត្តិការរវាង
ប្រទេសទាំងពីរ ដែលសហរដ្ឋអាមេរិក នឹងបញ្ជាក់នូវការ ផ្តួចផ្តើមរបស់ខ្លួនដែលអាមេរិកនឹង
ជំរុញទំនាក់ទំនងរវាងអាមេរិកជាមួយកម្ពុជា ក៏ដូចជាជាមួយអាស៊ានឲ្យបានកាន់តែស៊ីជម្រៅ
ថែមទៀត លើវិស័យគ្រប់គ្រងគ្រោះមហន្តរាយ វិស័យអប់រំ គឺការជំរុញវិស័យការសិក្សាភាសា
អង់គ្លេសក៏ដូចជា វិស័យពាណិជ្ជកម្ម សេដ្ឋកិច្ច និងវិនិយោគជាដើម។លោកជំទាវហ៊ីលឡារី
គ្លីនតុន មានប្រសាសន៍ថា នៅក្នុងដំណើរទស្សនកិច្ចនេះ លោកជំទាវ បាន នាំមកជា
មួយនូវ គណៈប្រតិភូវិនិយោគសហរដ្ឋអាមេរិកយ៉ាងធំមកកាន់កម្ពុជា ហើយដែលនឹងមានកិច្ចប្រជុំ
ធុរកិច្ចអាមេរិក នៅថ្ងៃទី ១៣ កក្កដានេះ នៅឯខេត្តសៀមរាប។ លោកជំទាវ គ្លីនតុន
ថ្លែងថា អ្វីដែលសហរដ្ឋ អាមេរិកចង់ឃើញនៅពេលនេះ គឺបណ្តា ប្រទេសអាស៊ានរៀបចំ
និងបង្កើត ក្រមប្រតិបត្តិឲ្យមានប្រសិទ្ធភាពពាក់ព័ន្ធនឹងបញ្ហាសមុទ្ទខាងត្បូងនោះ។លោក
អ៊ាង សុផល្លែត ឲ្យដឹងថា នៅក្នុងជំនួបនោះ លោកជំទាវ គ្លីនតុន បានថ្លែងអំណរគុណ
យ៉ាងជ្រាលជ្រៅ ចំពោះកម្ពុជា ដែលបានគាំទ្រទៅដល់កិច្ចផ្តួចផ្តើមរបស់សហរដ្ឋអាមេរិកទៅលើការអភិវឌ្ឍ
តំបន់ មេគង្គខាងក្រោម ដោយមានប្រសាសន៍ថា នៅថ្ងៃ សុក្រខាងមុខនេះ លោកជំទាវនឹងប្រកាស
អំពីការផ្ដល់ជំនួយចំនួន៥០លានដុល្លារអាមេរិកសម្រាប់ការអភិវឌ្ឍន៍តំបន់ មេគង្គ
ខាងក្រោម នេះ។ លោកជំទាវមានប្រសាសន៍ថា លោកជំទាវសប្បាយរីករាយយ៉ាងខ្លាំង
ចំពោះកិច្ច សហប្រតិបត្តិការជាមួយកម្ពុជា លើវិស័យសន្តិសុខ ដោយលោកជំទាវមានប្រសាសន៍ថា
សហរដ្ឋអាមេរិកមានបំណងពង្រីកកិច្ចសហប្រតិបត្តិការ លើវិស័យ សន្តិសុខបន្ថែមទៀត។
លោកជំទាវក៏បានស្វាគមន៍នូវគំនិតរបស់អាស៊ាន ដែលចង់ឲ្យអាស៊ានជាប្រទេសដែលគ្មាន
អាវុធនុយក្លេអ៊ែរ ហើយជាងនេះទៅទៀតលោកជំទាវក៏បានថ្លែងអំណរគុណ និងស្វាគមន៍ចំពោះ
ការបន្តជួយគាំទ្រដល់ការកាត់ទោសខ្មែរក្រហមផងដែរ។លោកជំទាវ គ្លីនតុន បានសម្តែងនូវការ
អបអរសាទរចំពោះ ការធ្វើជាម្ចាស់ផ្ទះដឹកនាំកិច្ចប្រជុំអាស៊ានរបស់កម្ពុជា ដែលទទួលបាន
ជោគជ័យ ផងដែរ។នៅក្នុងជំនួបនោះ សម្ដេចតេជោ ហ៊ុន សែន បានថ្លែងអំណរគុណ ចំពោះ
សហរដ្ឋអាមេរិកដែលបានជួយព្រះរាជាណាចក្រកម្ពុជា ចំពោះគ្រោះទឹកជំនន់កាលពីឆ្នាំ
២០១១ កន្លងមកនេះ។
ពាក់ព័ន្ធនឹងការផ្ដួចផ្ដើមរបស់សហរដ្ឋអាមេរិក
ចំពោះការអភិវឌ្ឍមេគង្គក្រោមនេះ សម្ដេច នាយករដ្ឋមន្រ្តីបានមានប្រសាសន៍ថា
នេះគឺជាការផ្ដួចផ្ដើមដ៏ត្រឹមត្រូវរបស់សហរដ្ឋអាមេរិក ដែលការផ្ដួចផ្ដើមនេះមិនត្រឹមតែជួយដល់បញ្ហាគ្រោះទឹកជំនន់ទេ
ថែមទាំងជួយដល់ការធ្វើ សមាហរណកម្មរបស់អាស៊ានផងដែរ ដែលនេះជា គោលដៅរបស់អាស៊ានសម្រាប់ឈានទៅ
កាន់ សហគមន៍អាស៊ាននៅឆ្នាំ ២០១៥ ខាងមុខ។ ពាក់ព័ន្ធនឹងបញ្ហាសមុទ្រចិនខាងត្បូង
ក្រមប្រតិបត្តិសមុទ្ទចិនខាងត្បូង (COC) សម្ដេចបានមានប្រសាសន៍ថា វាគ្មានមធ្យោបាយអ្វីដែលល្អប្រសើរជាងការអនុវត្តតាម
សេចក្តីថ្លែងការណ៍ស្តីពីការប្រតិបត្តិ របស់ភាគីសមុទ្ទចិនខាងត្បូង (DOC) ដែលឈានទៅរក COC ដែលមានប្រសិទ្ធភាពនោះទេ។ ជាងនេះទៅទៀត
សម្ដេចក៏បានសម្តែងនូវការសប្បាយរីករាយ ដែលលោកជំទាវបាននាំមកនូវធុរកិច្ចអាមេរិកយ៉ាងធំមកកាន់កម្ពុជានេះ
ហើយអ្វីដែលលោកជំទាវបានលើកឡើង ពាក់ព័ន្ធនឹងការតភ្ជាប់នោះ គឺជាកត្តាសំខាន់ណាស់
ព្រោះបើមិនអាចតភ្ជាប់គ្នារវាងប្រទេសអាស៊ាន និងការតភ្ជាប់ លើការដឹកជញ្ជូនរវាងគ្នានោះទេគឺមិនអាច
ទទួលបាននូវសមាហរណកម្មរបស់អាស៊ាន ដែលជាកត្តាសំខាន់ដើម្បីកសាងសហគមន៍អាស៊ាននាថ្ងៃអនាគតនោះដែរ។សម្ដេចតេជោហ៊ុន

Offers Cambodia a New Thumbs Up
This article is written in two languages: English and Khmer

The 36th Convention Concerning the Protection of the World Cultural and Natural
Heritage which was conducted in St. Petersburg,
Russia; had elected Cambodia as the host for the next 37th Session
(scheduled from 17-27 June, 2013). This marked not only another milestone but
also the triumphant diplomacy of Cambodia in the world arena due to the
thriving leadership of the Royal Government.
As a nonpolitical arm of the
United Nations, the World Heritage Committee, which was established by the UNESCO
General Assembly of States Parties in 1972, serves as a functional body of the
World Heritage Convention aimed at preserving cultural and natural heritage properties,
and demonstrates not only their uniqueness, and outstanding value for all the peoples
of the world, but also their irreplaceable properties.
Although Cambodia has been
admitted as a Member state of UNESCO since 1955 and the Convention was adopted
in 1972, the internal conflict and civil
wars had prevented Cambodia to commit to the safeguarding of its own heritage properties
until her acceptance to the Convention in 1991.
Ever since, Cambodia has worked
seriously to inscribe Angkor in the World Heritage List. It did in December 1992, even though there
were at that time reservations articulated by some Committee member states to
refrain the inscription. Hence, since
its inscription, especially after the 1993 general elections, there have been efforts to safeguard the temples, jointly
coordinated by the French, Japanese and UNESCO through the International
Coordinating Committee (ICC) and the establishment of a national authority - APSARA in 1995. The
endeavors have been continuing despite Cambodia facing numerous challenges in
the course of her reconstruction and development.
Furthermore, there are numerous
important archeological sites scattered across Cambodia which deserved to be inscribed, but requesting to
inscribe even one site on World Heritage List consume enormous efforts.
In 2007, at the 31st
Session of the WHC in Christchurch, New-Zealand; Cambodia submitted another
property, the Temple of Preah Vihear for the inscription. Again, due to its outstanding universal
value, the unique masterpiece of Khmer
architectural complex comprising a series of sanctuaries, and coupled with the
tireless efforts committed by the Royal Government, the 32nd Session
of WHC, conducted in Québec, Canada; decided to inscribe the 2nd Temple
of Cambodia on the World Heritage List.
Since the
inscription of the Angkor Temples in 1992 in Santa Fe, United States, the year
which also marked 20th Anniversary of the Convention; Cambodia has
been struggling but fully committed to the country re-unification,
socio-economic and infrastructure development which lead to its stabilities:
politically, socio-economically, and most importantly national security. In the present day, Cambodia hosted numerous
regional and international conferences, and the current decision made by the World
body to offer Cambodia to be the host for the 37th Session of the WHC of the
Convention of 190 States Parties was not a coincidence.
However, the praise and
reputation of Cambodia in the world arena is one thing but the way ahead is
another. Preparing herself as the Host
and Chairing the World Heritage Committee in order to fulfill its commitment to
the aims and purposes of the Convention, particularly in preserving the
heritage sites in the world and leading the Committee on the decision for new inscriptions would be a challenging time for
Cambodia. Last but not least, to promote the awareness for the needs to increase financial
contributions to the Funds to address the conservation problems faced by the
World Heritage listed sites will also be the future tasks. Certainly, Cambodia will overcome these
challenges…
