នៅ​ទីស្តី​ការ​គណៈ​រដ្ឋមន្រ្តី នា​រសៀល​ថ្ងៃ​ទី ១៣ ខែ កុម្ភៈ ឆ្នាំ​ ២០១៣ ក្រោម​​​អធិប​តី​ភាព ឯកឧត្ត​មបណ្ឌិត​សភា​ចារ្យ សុខ អាន ឧប​នាយក​រដ្ឋមន្រ្តី រដ្ឋមន្រ្តី​ទទួល​​បន្ទុក​​​ទីស្តី​ការ​គណៈ​​រដ្ឋមន្រ្តី មាន​ប្រារព្ធ​ពិធី​ចុះ​ហត្ថ​លេខា​លើ​កិច្ច​ព្រម​ព្រៀង​មួយ រវាង​រាដ្ឋាភិបាល​នៃ​ព្រះរាជា​ណា​ចក្រ​កម្ពុជា​ និង​រដ្ឋា​ភិបាល​សាធា​រណ​រដ្ឋ​សហ​ព័ន្ធ​អាល្លឺម៉ង់ សម្រាប់​គាំទ្រ​កិច្ច​សហ​ប្រតិ​បត្តិ​ការ​បោស​​សំអាត​មីន​ដោយ​​អង្គ​ភាព​ សកម្ម​ភាព​កំចាត់​មីន​កម្ពុជា (ស៊ីម៉ាកៈ CMAC) ក្នុងឆ្នាំ ២០១៣ នៅ​ក្នុង​​ខេត្ត​សៀម​រាប និង​ខេត្ត​ឧត្តមរមាន​ជ័យ ។
កិច្ច​ព្រម​ព្រៀង​ដែល​មាន​ទឹក​ប្រាក់​ចំនួន ១.១១២.៥០០យូរ៉ូ (ប្រហែល ១.៤៣លានដុល្លារ​សហរដ្ឋអាមេរិក)  ត្រូវ​បាន​ចុះ​ហត្ថ​លេខា​ដោយ ឯកឧត្តម ប្រាក់ សុខុន រដ្ឋមន្រ្តី​អម​នាយក​រដ្ឋមន្រ្តី និងជាអនុប្រធានអជ្ញាធរកម្ពុជា គ្រប់គ្រងសកម្មភាពកំចាត់មីន និងជួយសង្រ្គោះជនពិការដោយ​សារមីន ជាមួ​យ​ឯកឧត្តម ​វ៉ុលហ្កែង ម៉ូសឺរ ( Wolfgang Mosez ) ឯក​អគ្គ​រដ្ឋ​ទូត​វិ​សា​មញ្ញ​ និង​ពេញ ​សមត្ថភាព សាធារណ​រដ្ឋ​សហព័ន្ធអាល្លឺម៉ង់ ប្រចាំព្រះ​រាជា​ណា​ចក្រ​កម្ពុជា ។

ជាមួយ​នឹងការ​ថ្លែង​អំណរ​គុណចំពោះ​រដ្ឋាភិបាល និងប្រជាជន​អាល្លឺម៉ង់ ឯកឧត្ត​មបណ្ឌិត​សភា​ចារ្យ សុខ អាន ការកត់ ​សម្គាល់​ថាពិធី​ចុះ​ហត្ថ​លេខា​លើ​កិច្ច​ព្រម​ព្រៀង​ សម្រាប់​គាំទ្រ​កិច្ច​សហ​ប្រតិ​បត្តិ​ការ​បោស​​សំអាត​មីន​ ក្នុងឆ្នាំ ២០១៣ នៅ​ក្នុង​​ខេត្ត​សៀម​រាប និង​ខេត្ត​ឧត្តរ​មាន​ជ័យ ថាជាការ​ឆ្លុះបញ្ចាំង​អំពីការ​បន្តគាំទ្រ​ផ្តល់​ជំនួយ​មនុស្សធម៌​របស់​ ប្រទេស​អាល្លឺម៉ង់ ក្នុង​សកម្មភាព​កំចាត់​មីន និងអភិវឌ្ឍន៍​សេដ្ឋកិច្ច​របស់ព្រះរាជា​ណាចក្រ​កម្ពុជា ។
ឯកឧត្ត​មបណ្ឌិត​ សុខ អាន  មាន​ប្រសាសន៍​ថា សម្រាប់​រាជរដ្ឋា​ភិបាល​កម្ពុជា សកម្មភាព​កំចាត់​មីន​មិនគ្រាន់​តែទាក់​ទងនឹង​បញ្ហា​សន្តិសុខ​ប៉ុណ្ណោះ​ទេ ប៉ុន្តែ​វាជា​កត្តាដ៏​មាន​អត្ថន័យ និងមាន​សារៈ​សំខាន់​ក្នុង​ការ​កាត់​បន្ថយភាព​ក្រីក្រ និង​បង្កើន​ការ​អភិវឌ្ឍន៍ ។ ព្រោះថា ដីមិន​អាច​ត្រូវ​បង្កបង្កើន​ផល​បាន និងមិន​អាច​បង្កើតនូវ​ការ​អភិវឌ្ឍន៍​សេដ្ឋកិច្ច​បាន​ឡើយ ប្រសិន​បើផ្ទៃដី​នៅ​បន្សល់​​​​គ្រាប់​មីន យុទ្ធភ័ណ្ឌ​មិន​ទាន់​ផ្ទុះ និងកាក​សំណល់​ពី​សង្រ្គាម ។
ឯកឧត្ត​មបណ្ឌិត​  សុខ អាន បាន​មានប្រសាសន៍​បញ្ជាក់​ថា យើង​ត្រូវ​បន្ត​រំដោះ​ផ្ទៃដី​អំពី​មីន​ដើម្បី​ធ្វើឲ្យ​ប្រាកដ​ថា ប្រជាជន​របស់​យើង​អាច​ប្រើប្រាស់​ដី​សម្រាប់​ដាំដុះ និង​ធ្វើក​សិដ្ឋាន​បាន ដោយ​សុវត្ថិភាព ។ ទន្ទឹម​គ្នានោះដែរ ​យើងត្រូវ​បង្កើន​ល្បឿន​សហប្រតិបត្តិការ​បោស​សំអាត​មីនក្នុង ​តំបន់​អាទិភាព​មួយ​ចំនួន​ទៀត ដូចជា​តំបន់​នៅជុំវិញ​ប្រាសាទ​ជាប្រវត្តិសាស្រ្ត និង​តំបន់​ដែល​មាន​សារៈ សំខាន់​ខាង​ទេសចរណ៍​ដទៃ​ទៀត ក្នុងគោល​បំណង​ដើម្បីជម្រុញ​ការ​អភិវឌ្ឍន៍​សេដ្ឋកិច្ច​សង្គម​របស់​យើង ។
ឯកឧត្តម ប្រាក់ សុខុន រដ្ឋមន្រ្តី​អម​នាយក​រដ្ឋមន្រ្តី និង​ជា​អនុប្រធាន​អជ្ញាធរ​កម្ពុជា គ្រប់គ្រង​សកម្មភាព​កំចាត់​មីន និង​ជួយ​សង្រ្គោះ​ជនពិការ​ដោយ​សារមីន បាន​បញ្ជាក់​ថា៖ «គម្រោង​នេះ​នឹង​ជួយ​ឲ្យស៊ីម៉ាក់​អាច​បោស​សំអាត​ផ្ទៃដី បាន​ចំនួន ៩២០​ហិកតា ដែល​នឹង​ផ្តល់​ផល​ប្រយោជន៍​ដល់​ប្រជាជន​ដោយផ្ទាល់​ចំនួន​៩៥០​គ្រួសារ និងមិន​ផ្ទាល់ ៥.០៤១គ្រួសារ» ។
ឯកឧត្តម ប្រាក់ សុខុន បាន​ថ្លែង​ថា គម្រោង​ដែលចុះ​ហត្ថលេខា​នៅពេល​នេះ គឺមាន​ន័យ យ៉ាងជ្រាល​ជ្រៅ​បំផុត​សម្រាប់​ពលរដ្ឋ​កម្ពុជា ពិសេស​អ្នកនៅ​ក្នុង​ខេត្ត​សៀមរាប និង​ឧត្តរមានជ័យ អាចរស់​នៅបាន​ដោយគ្មាន​ការភ័យ​ខ្លាចនិង​គ្មានគ្រោះ​ថ្នាក់ដោយ​សារគ្រាប់មីន ។

ចាប់ពីឆ្នាំ ១៩៩៩មក រដ្ឋាភិបាល​នៃសាធារណ​រដ្ឋ​សហព័ន្ធ​អាល្លឺម៉ង់​ បាន​ផ្តល់​ថវិកា​ប្រមាណ​ជាង ១៥លាន​ដុល្លារ​អាមេរិក​ដល់​កម្ពុជា​សម្រាប់​គាំទ្រ​ការបោស​សំអាត​មីន​នៅ​ ក្នុង​ខេត្ត​សៀមរាប និង​ឧត្តរមាន​ជ័យ ។ តាម​របាយ​ការណ៍​របស់ស៊ី​ម៉ាក់ចេញ​ដើមខែ មករា ឆ្នាំនេះបាន​ឲ្យ​ដឹងថា ស៊ីម៉ាក់​បោស​សំអាត​បាន​ផ្ទៃដី ៣៨.៧៣៦ហិកតា បាន​រក​ឃើញ និង​បំផ្លាញ​ចោល​គ្រាប់មីន​ប្រឆាំង​មនុស្ស​ប្រមាណ ៤ម៉ឺន​គ្រាប់ និង​គ្រាប់មីន​ប្រឆាំង​នឹង​រថក្រោះ​ចំនួន ៦៦០គ្រាប់ និង​រកឃើញ​យុទ្ធភ័ណ្ឌ​មិន​ទាន់​ផ្ទុះ​ប្រមាណ​ជាង ១៧ម៉ឺនគ្រាប់ ។
សូម​បញ្ជាក់​ថា កាលពីខែ វិច្ឆិកា ឆ្នាំ ២០១១  ព្រះរាជា​ណា​ចក្រ​កម្ពុជា ក្នុង​នាម​ជា​ម្ចាស់​ផ្ទះ​បាន​រៀបចំ​ដោយ​ជោគ​ជ័យ នៅកិច្ច​ប្រជុំ​លើកទី​១១ នៃរដ្ឋភាគី​នៃអនុសញ្ញា​ហាម​ឃាត់​គ្រាប់​មីន​ប្រឆាំង​មនុស្ស ដែល​មាន​អ្នក​ចូល​រួម​ប្រមាណ ៩០០នាក់ មក​ពីជា​ង ១៥០​ប្រទេស និង​អង្គការ​អន្តរជាតិ​មួយ​ចំនួន​ទៀត ដែល​ជាឱកាស​សម្រាប់​កម្ពុជា ក៏ដូច​ជាប​ណ្តា​ប្រទេស​ដែល​ប៉ះពាល់​ដោយ​សារ​គ្រាប់​មីន បង្ហាញ​នូវ​ករណី​ប្រតិបត្តិកា​រមនុស្ស​ធម៌បោស​សំអាត​មីន​ក្នុង​កម្រិត​ អន្តរជាតិ និង​ផ្លាស់​ប្តូរបទ​ពិសោធន៍​ក្នុង​សកម្មភាព​កំចាត់មីន ដើម្បី​សម្រេច​នូវគោល​ដៅរួម​ក្នុង​ការធ្វើឲ្យ​ពិភពលោក​រួចផុតពី​ផលប៉ះ​ពាល់​ នៃ​គ្រាប់​មីន ៕

Japan encourages more investment to Cambodia

PHNOM PENH, Feb. 13, 2013 (PRU) – Both Japanese Ambassador and Deputy Prime Minister Dr. Sok An shared the view that Cambodia needs more foreign direct investment (FDI). 

His Excellency the Ambassador Masafumi Kuroki said that Japanese investors are eyeing Cambodia thanks to the fact that the country has moved beyond the phase of peace building and reconstruction into the stage of “full peace and development”.  Overseas development assistance (ODA) is not enough to support its growth, and thus Cambodia needs more FDI.

His Excellency Ambassador’s view was shared by His Excellency Dr. Sok An, who is also Minister in charge of the Office of the Council of Ministers, who said that “before ODA from Japan was important and now it is similarly important that we see more and more Japanese investors are coming to Cambodia.”

“This is opening a new page in our bilateral cooperation… we have good memories of cooperation in the form of ODA and now also Japanese investment,” the Deputy Prime Minister lauded.

Since the Japanese Peace Keeping Operation corps was dispatched to Cambodia in 1992, Japan has not only extended its diplomatic efforts for the political restoration of peace and stability, but also made available a significant portion of its ODA resources in support of the physical and social rehabilitation of war-torn Cambodia. Japan has been one of Cambodia’s key donor partners. Japan’s assistance for Cambodia are three types: general grant, technical cooperation, and loans.

Japan’s grant for Cambodia was $301.41 million (2010- 2012), technical cooperation was $280.844 million (2005 – 2012), and $139.3 million in loans (2010 – 2012).

Bilateral trade was more than $500 million in 2011 and it reached $479 million for the first six months of last year, while investment from Japan to Cambodia had grown from $120 million U.S. in 2011 to nearly $250 million last year.

In farewelling Ambassador Masafumi Kuroki after his three-and-a-half year posting in Cambodia, Dr. Sok An congratulated him for his successful and positive leadership in the field of culture, recalling that Japan is also co-chair along with France in the International Co-Coordinating Committee for the Safeguarding and Development of the Historic Site of Angkor, (ICC-Angkor), established in 1993 that paved the way for the successful international collaboration with Apsara National Authority over the period of twenty years.

Tokyo is the largest donor, having contributed more than 44 per cent or $79 millions, of the ECCC’s total budget since 2006. Ambassador Kuroki also reiterated Japan’ concern over the shortfall budget of the national side of the ECCC as well as the need for the court to speed up its work to achieve a verdict in Case 002 which Japan regards as the highest priority for the ECCC.

His Excellency Dr. Sok An and His Excellency Ambassador Kuroki will both attend the opening of the three-day ‘KIZUNA’ friendship event at the Angkor-Kizuna Hall of Cambodia-Japan Cooperation Centre (CJCC) on Thursday 21st February, when Japanese and Cambodian artists along with drums will rock the stage. Cambodia and EU discuss persisting budget shortfall for Khmer Rouge Trials

PHNOM PENH, Feb. 13, 2013 (PRU) – His Excellency Deputy Prime Minister Dr. Sok An told E.U. Ambassador on Wednesday that Cambodia is committed to bring justice for the victims of the Khmer Rouge even if the budget shortfall for the tribunal continues to persist in the future.

His Excellency Dr. Sok An, who is also the Chairman of the Royal Government Task Force on the Khmer Rouge Trials, said that the Cambodian government will not allow the budget shortfall for the national side of the Extraordinary Chamber within the Courts of Cambodia (ECCC) to undermine the court to bring justice for the victims of nearly 2 million people died under the Democratic Kampuchea ruled the country from 1975 to early 1979. That is to say Cambodia will abide by the law on the Establishment of the Extraordinary Chambers, with inclusion of amendments as promulgated on 27 October 2004.

As of today, Cambodian staff have not yet received payment of their salaries since last November because of the shortfall budget, forcing the administration of the ECCC to put aside renewal of contracts for the Cambodian staff of nearly 300.

The ECCC’s Cambodian Acting Director of Administration can neither ask them to leave nor to continue working at the court since he is uncertain when any new financial contribution will come, His Excellency Dr. Sok An explained.

The Cambodian side of the ECCC is short about $7 million for this year and is hoping that new donors and friends of the court will come up with new contribution to meet the shortfall.

Dr. Sok An said “we used to get contributions for the national side of the budget from Japan, Germany, the U.K and Australia as well as from the EU, but this year there have been no such contributions. We have to find a solution to permit the court to continue its work.

He also said Cambodia’s government spent in cash and in kind of about 10 per cent of the total budget.  Putting together the Cambodian government contribution in kind and in cash, Cambodia has already paid $16.9 million from 2006 to 2012.

Cambodia has to face the reality that it cannot further increase this already significant contribution without jeopardising the country’s judicial reform program, as the funds for the ECCC already exceed the commitment from the national budget to the country’s Supreme Court by 257% and to the Appeals Court by 300%. 

“I believe the financial difficulties exist not only for Cambodia’s side, but also for the international side of the court,” His Excellency Dr. Sok An said.

The E.U. Ambassador Jean-Francois Cautain shared his concern over the budget crisis for the national side of the court, and stated that he is currently working with the Acting Director of Administration to overcome technical obstacles to a quick disbursement of $300,000 which is part of its previous pledge package for the ECCC.
