Capital Hall Official Met with CNRP Representatives

On the afternoon of 3rd of September there was a meeting between the Capital authority led by H.E Khong Sreng, Vice Governor and CNRP representatives like Mr. Ho Van, Mr. Mao Monyvan and Mr Man Phalla to discuss about their mass protest plan for the 7th of September 2013. 

The discussion focused mainly on the opposition party plan to maintain the security and order for their crowd during the mass demonstration on the requested date 07th September 2013. The authority side stated that the protest organizer must responsible for any unforeseen incident caused by the mass demonstration such has violence, insecurity and social disorder. Moreover, the authority also reminded about the violation of the agreement between them and the opposition representatives when they organized the meeting with their members but provide the protest training instead. 

According to the organizers from the CNRP there would be 20,000 protestors join the mass protest and it would start from 7am until 12 pm on 7th of Septeber 2013. This mass demonstration organized in order to demand an independent committee to be established to investigate the election result. 

H.E Chuan Sovann, Phnom Penh Police commissariat told the meeting that the freedom park land size is only 8,000 meter square which can only accomodate about 10,000 people, therefore 20,000 participants would be impossible for the requested location. The armed force security team woul responsible for the security outside the location while the organizer must responsible for the security inside the demonstration. The authority would also facilitate the traffic flow around the area as well. 


Finally the meeting chair person, H.E Khong Sreng stressed that the authority need not only maintain the security for the protestor, it is also repsonsibled for the whole city safety and order. Thus, he called for the demonstration organize to strictly respect the law in order to maximumly avoid negative outcomes. After the discussion both parties (authority and CNRP representatives) agreed on the minute of the meeting and official signed on it. The Capital hall would send a letter to the Ministry of Interior according to the minute of meeting for the final approva.
