          ជាបឋម ក្នុងនាមក្រសួងទេសចរណ៍ និងគណៈកម្មការ​អន្តរស្ថាប័ន​ដើម្បី​រៀប​ចំពិធី​បុណ្យ​សមុទ្រ  ខ្ញុំបាទ​សូម​​គោរពសំដែងនូវកិច្ចស្វាគមន៍ចំពោះវត្តមានដ៏ខ្ពង់ខ្ពស់របស់ ឯកឧត្តមបណ្ឌិត សភា​​ចារ្យ សុខ អាន ឧប​​នាយក រ​​ដ្ឋមន្ត្រី រដ្ឋមន្ត្រីទទួលបន្ទុកទីស្តីការគណៈរដ្ឋមន្ត្រី និងជា​តំណាង​ដ៏​ខ្ពង់ខ្ពស់ សម្តេចអគ្គមហា​សេនា​​​បតី​តេជោ ហ៊ុន សែន នាយក​រដ្ឋមន្ត្រី​នៃព្រះ​រាជា​ណា​ចក្រ​កម្ពុជា ដែលបានអញ្ជើញជាអធិបតីភាព ដ៏ខ្ពង់ខ្ពស់ក្នុងពិធី​បើក​ពិធីបុណ្យសមុទ្រ ដែល​បាន​នឹង​កំពុង​រៀបចំប្រព្រឹត្តទៅចាប់ពីថ្ងៃទី ៦-៨ ខែធ្នូ ឆ្នាំ២០១៣ នៅលើទឹកដីនៃខេត្ត​កែប ដែលជា​ខេត្ត​មួយ​ប្រកបដោយសក្តានុពលទេសចរណ៍តំបន់ឆ្នេរដ៏ទាក់ទាញរបស់កម្ពុជា។

          ខ្ញុំក៏សូមថ្លែងអំណរគុណចំពោះវត្តមាន របស់ឯកឧត្តម Galip Gur ប្រធានក្លឹបឆ្នេរសមុទ្រ​ដែលស្អាត​បំផុត​លើសកលលោក និងលោកជំទាវ គណៈ​ប្រតិភូ​ក្លឹប​ឆ្នេរ​សមុទ្រ​ដែលស្អាត​បំផុត​លើ​សាក​លលោក ដែលអញ្ជើញ​មកពីឆ្នេរសមុទ្រជាសមាជិកក្លឹបពីគ្រប់ទិសទីនៃសកលលោក និង​គណៈ​ប្រតិភូ​ទេសចរណ៍ CLMV និង GMS ឯកអគ្គរាជទូត ​ឯកអគ្គរដ្ឋទូត តំណាងអង្គទូត ឯកឧត្តម លោកជំទាវ លោក លោកស្រី ភ្ញៀវកិត្តិយសជាតិ និងអន្តរជាតិ ផ្នែកឯកជន និងបងប្អូនប្រជាពលរដ្ឋ ដែលបានអញ្ជើញចូលរួមយ៉ាង​ច្រើនកុះករ​ក្នុង​ពិធី​នេះ ប្រកប​ដោយ​​សេចក្តីសប្បាយរីករាយ។

ពិធីបុណ្យសមុទ្រឆ្នាំ២០១៣ នេះ ប្រារព្ធធ្វើឡើង ដោយផ្សារភ្ជាប់​ជាមួយនឹង​កិច្ចប្រជុំ​មហា​សន្និបាត​​លើកទី​៩​នៃក្លឹបឆ្នេរសមុទ្រដែលស្អាត​បំផុត​លើសាកលលោក​ សន្និសីទអន្តរជាតិ​ក្រោម​ប្រធាន​បទ "សមុទ្រខៀវស្រងាត់ ទីក្រុងបៃតង" កិច្ចប្រជុំថ្នាក់​រដ្ឋមន្ត្រីទេសចរណ៍ កម្ពុជា-ឡាវ-មីយ៉ាន់​ម៉ា-វៀតណាមលើកទី ២ និងកិច្ចប្រជុំក្រុម ការងារទេសចរណ៍មហា​អនុ​តំបន់​មេគ្គង​លើក​ទី​៣២ ដែលពិធីបើកមហាសន្និបាតបានប្រារព្ធទៅដោយមហាឡារឹក ក្រោមអធិបតីដ៏ខ្ពង់ខ្ពស់ សម្តេច​អគ្គ​មហាសេនាបតីតេជោ ហ៊ុន សែន នាយករដ្ឋមន្រ្តីនៃព្រះ​រាជាណាចក្រ​កម្ពុជា    នៅលើ​រមនីយ​ដ្ឋាន​ឋានសួគ៌បូកគោ កាលពីព្រឹកថ្ងៃទី ០៦ ខែធ្នូ ឆ្នាំ ២០១៣​ ម្សិល​មិញនេះ។​

ឆ្លៀតឳកាសនេះ ខ្ញុំសូមអបអរសាទរចំពោះឆ្នេរសមុទ្រថ្មីពីរទៀត ដែលត្រូវ​បាន​មហា​សន្និបាត​​អនុម័ត​ និង​ប្រកាសជាផ្លូវការជាសមាជិកពេញសិទ្ធិរបស់ក្លឹបៈ

ទី១.គឺឆ្នេរ សាការូន (Sakarun) របស់ប្រទេស ក្រូអាតស៊ី និង

ទី២.គឺឆ្នេរ ម៉ាតស៊ូស៊ីម៉ា​ (Matsushima) របស់ប្រទេសជប៉ុន​

ដែល​ធ្វើអោយក្លឹបឆ្នេរសមុទ្រដែលស្អាតបំផុតលើពិភពលោក មកដល់បច្ជុប្បន្ន​មានសមា​ជិក​ពេញសិទ្ធិ​ចំនួន​៣៦​មកពីប្រទេស២៥ និងអបអរ​សាទរឆ្នេរ​ថ្មីពីរ​ទៀត​ដែល​ត្រូវ​បាន​មហា​សន្និបាត​អនុម័ត និង ទទួលស្គាល់ជា​បេក្ខភាព​ថ្មីគឺ

ទី១.គឺឆ្នេរ តូយ៉ាមា (Toyama) របស់ប្រទេសជប៉ុន

ទី២.គឺឆ្នេរ ណេហ្គឺ អាល់ហូស៊ីម៉ា (Nekour Al Hoceima) របស់ប្រទេសម៉ូរ៉ូកូ

ទន្ទឹមនឹងនេះ យើងសូមអបអររសាទរចំពោះកិច្ចប្រជុំថា្នក់រដ្ឋមន្ត្រីទេសចរណ៍ CLMV ដែល​បាន​​​ឯកភាព​ខ្ពស់​​ក្នុង​ការ​ជំរុញ​យុទ្ធនាឃោសនាផ្សព្វផ្សាយរូមគ្នា “ប្រទេសបួន គោលដៅតែមួយ (Four Countries, One Destination)” នឹង​ជំរុញ​សម្រេច​ផែនការ​ទាក់​ទាញ​ទេសចរណ៍​អន្តរ​ជាតិ​អោយ​បាន ២៥​លាននាក់ នៅឆ្នាំ ២០២០(ដែលក្នុងនោះទេសចរណ៍ផ្ទៃក្នុងប្រទេស​​ CLMV មាន​ចំនួន ៤លាននាក់) ដោយជំរុញការតភ្ជាប់ និងការ​សម្រួល​ការ​ធ្វើដំណើរ និងដឹក​ជញ្ជួន​ទេសចរណ៍​អោយ​បាន​កាន់តែប្រសើរឡើង។​ ហើយក៏សូមអបអរសាទរផងដែរ ចំពោះ​កិច្ច​​ប្រជុំក្រុម​ការ​ងារ​ទេសចរណ៍ GMS ដែលបានឯកភាពគ្នាខ្ពស់ជំរុញការអនុវត្តយុទ្ធសាស្រ្ត​អភិវឌ្ឍ​ទេស​ចរណ៍​​ នៅក្នុង​តំបន់ (២០១១-២០១៥) ដោយផ្តោតលើការងារផ្សព្វផ្សាយ ការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធ និងការ​កាត់​បន្ថយ​​​ភាពក្រីក្ររតាមរយៈវិស័យទេសចរណ៏។​

          ការរៀបចំពិធីបុណ្យសមុទ្រនេះ គឺជាព្រឹត្តិការណ៍ទេសចរណ៍ដ៏ទាក់ទាញ សម្រាប់​តំបន់​ឆ្នេរ​សមុទ្រកម្ពុជា ដែលមិន​ត្រឹម​តែចូល​រួម​ចំណែក​ក្នុងការ​ផ្សព្វផ្សាយ​ពីសក្តា​នុពល​ទេសចរណ៍​នៃតំបន់​ឆ្នេរ​សមុទ្រ​កម្ពុជា (ខេត្តកំពត ខេត្ត​កែប ខេត្តព្រះសីហនុ និងខេត្តកោះកុង) ប៉ុណ្ណោះទេ ប៉ុន្តែ​ក៏​ចូលរួមចំណែកយ៉ាងសំខាន់ដល់ការគាំទ្រ​នយោ​​បាយ​របស់រាជរដ្ឋាភិបាលកម្ពុជា ក្នុងការ​យកចិត្ត​ទុកដាក់​អភិវឌ្ឍតំបន់ឆ្នេរប្រកបដោយនិរន្តភាព និងការ​ទទួល​​​ខុសត្រូវខ្ពស់ ជាពិសេសការការពារ និងអភិរក្ស​ធនធានធម្មជាតិ ដោយឈរលើការប្តេជ្ញាចិត្ត​រួមមួយ​ច្បាស់​លាស់​ក្នុងការរក្សា​តុល្យភាព​រវាង​ផល​ប្រយោជន៍ខាងផ្នែកបរិស្ថាន សេដ្ឋកិច្ច-សង្គម និងវប្បធម៌​។ ព្រមជាមួយ​នេះ ពិធី​បុណ្យ​សមុទ្រ គឺជាឱកាសដ៏ល្អប្រសើរដើម្បីផ្សព្វផ្សាយ​ចលនាប្រលងប្រណាំង "ទីក្រុងស្អាត រមណីដ្ឋាន​ស្អាត សេវាល្អ" និង”ចលនាប្រលងប្រណាំងឆ្នេរស្អាត” លើក​កម្ពស់​គុណភាព​សេវាកម្ម​ទេស​ចរណ៍ ជំរុញដល់ការ​អភិវឌ្ឍ​​ហេដ្ឋារចនាសម្ព័ន្ធ ការអភិវឌ្ឍធនធានមនុស្ស និងការអប់រំ​ប្រជា​ពលរដ្ឋ​ឲ្យ​យល់​ដឹងពីសារៈប្រយោជន៍​នៃ​​ឆ្នេរ​សមុទ្រកម្ពុជា។

         

     នៅក្នុងពិធីបុណ្យសមុទ្រឆ្នាំនេះ គណៈកម្មការអន្តរស្ថាប័នបានរៀបចំឲ្យមានជា​សកម្មភាព​សំខាន់​ៗ​​ចំនួន ដូច​ខាងក្រោមៈ

          ១-  ការបង្ហាញក្បួនព្យុះហយាត្រា (ដែលក្នុងនោះ អ្វីដែលជាទីមោទនៈភាពរបស់កម្ពុជា  គឺការ​​បង្ហាញពី មធ្យោបាយធ្វើ​ដំណើរបៃតង ដូចជា រថយន្តអគ្គីសនី​របស់ក្រុមហ៊ុន​ហេងអភិវឌ្ឍន៍  ទោចក្រ​យាន អគ្គីសនី រឺម៉កអគ្គីសនី និងមនុស្សយន្តចាប់សំរាម (ដែលសិក្សាស្រាវជ្រាវ និង​ផលិត​ឡើងដោយ ក្រុមនិស្សិត និងសាស្រ្តា​ចារ្យ​នៃវិទ្យាស្ថានបច្ចេកវិទ្យាកម្ពុជា និងសាក​ល​វិទ្យាល័យ​ន័រតុន ក្រោមការ ជួយឧបត្ថម្ភជាថវិកា​ពីក្រុមហ៊ុន Cambodia Beer)។

          ២- សកម្មភាពកីឡាលើទឹក និងកីឡាលើឆ្នេរ មានដូចជាកីឡាបាល់ទះលើឆ្នេរខ្សាច់ រត់​ប្រណាំង-ជិះកង់- ហែលទឹក (Tri-Athlon) ប្រណាំងម៉ូតូលើទឹក ការបង្ហាញក្បាច់គុនល្បុក្តតោ ប្រដាល់​បុរាណខ្មែរ  ពិសេសឆ្នាំនេះមានការចូលរួមពីប្រភេទកីឡាលើអាកាស (Aero show)។

          ៣- មហោស្រពម្ហូបអាហារ ស្រា និងភេសជ្ជៈ និងការតាំងពិព័រណ៍ការប្រកួតរូបភាព សមិទ្ធផល​ផលិត​ផល ​​​​​​និងគម្រោងអភិវឌ្ឍតំបន់ឆ្នេរ។

          ៤- ការប្រគុំតន្ត្រី ការសម្តែងទស្សនីយភាពសិល្បៈ និងការបាញ់កាំជ្រួចអបអរសាទរ។

          ៥- ពិធីដាំដើមឈើគុជ៍មិត្តភាព  “ទេសចរម្នាក់ ដើមឈើមួយដើម”

          ប្រការគួរកត់សំគាល់ និងជាទីមោទនៈសំរាប់ពិធីបុណ្យសមុទ្យឆ្នាំនេះ គឺមានការ​ចូល​រួមជា​ច្រើន​ពីផ្នែក​សាធារណៈ និងឯកជន និងប្រជាពលរដ្ឋមូលដ្ឋាន ហើយបុណ្យ​សមុទ្រ​នេះ​ប្រព្រឹត្ត​ទៅ​ស្របគ្នាជាមួយ​នឹងការ​តាំង​​​ពិព័រណ៍ផលិតផលរបស់ក្រសួងពាណិជ្ជកម្មផងដែរ។

          ឆ្លៀតក្នុងឱកាសនេះ ក្នុងនាមប្រធានស្ថាប័ន យើងខ្ញុំសូមកោតសរសើរ និងថ្លែងអំណរ​គុណ​ចំពោះ​ឯក​ឧត្តម​អភិបាល និងគណៈអភិបាល និងបងប្អូនប្រជាពលរដ្ឋខេត្ត​កែប ដែល​បាន​ខិតខំប្រឹងប្រែងសហការ ជាមួយ ក្រសួង ស្ថាប័នពាក់ព័ន្ធ សហភាពសហព័ន្ធយុវជនកម្ពុជា​ ផ្នែក​ឯកជន ធ្វើការរៀបចំ និងអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធ​រូបវ័ន្តសំខាន់ៗនៅខេត្តកែបបានល្អប្រសើរ ព្រមទាំងបាន​បំផុស​​ចលនាចូលរួមយ៉ាងសកម្ម និង​ផុលផុស​ក្នុងការ​ថែ​រក្សា ការពារបរិស្ថាន អនាម័យ សំរាម និងសណ្តាប់​ធ្នាប់​នៅតាមទី​សាធារណៈ ទីក្រុង និងតាមតំបន់​ឆ្នេរ​ខេត្ត​កែប ដែលធ្វើឲ្យខេត្តកែបប្រែមុខមាត់ថ្មី និងសក្តិ​សម​ជាគោលដៅទេសចរណ៍សំរាក​លំហែ​កំសាន្ត​ប្រកប​​ដោយ​ភាពទាក់ទាញ​ និងស្រស់បំព្រង។

         

     ខ្ញុំសូមថ្លែងអំណរគុណដល់ ឯកឧត្តម អភិបាល និងគណៈអភិបាល និង​ប្រជា​ពល​រដ្ឋ​ខេត្ត​កំពត ដែលបាន​ខិត​ខំ​រៀបចំអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធ និងថែរក្សាអនាម័យ បរិស្ថាន​បាន​យ៉ាង​ល្អ​ស្អាត ដើម្បីចូលរួមរៀបចំ​អប​អរ​សាទរ​កិច្ច​ប្រជុំ​នានា​នៅក្នុងខេត្ត ហើយ​ដែល​សកម្មភាព​ទាំង​នេះ​ពិត​ជាបានចូលរួមគាំទ្រដល់​ការរៀបចំពិធី​បុណ្យ​​​សមុទ្រនៅ​ខេត្ត​កែប​នេះផងដែរ។

          ខ្ញុំក៏សូមឆ្លៀតឱកាសថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅដល់ក្រសួងសាធារណៈការ និងដឹកជញ្ជូន ដែលបាន​ជួយ​ស្ថាបនាផ្លូវជាតិពីខេត្តកំពតមកកាន់ខេត្តកែបបានល្អប្រសើរ និងសូម​អរ​គុណដល់​ធនា​គារ​​អភិវឌ្ឍន៍អាស៊ី (ADB) ដែលបាន​ជួយ​សិក្សារៀប​ចំ​គម្រោង​អភិវឌ្ឍន៍​ទេសចរណ៍​​នៅតំបន់ឆ្នេរសមុទ្រកម្ពុជា ពិសេ​ស​នៅ​ខេត្ត កែប និងខេត្តកំពត ដែល​នឹងធ្វើ​ឲ្យតំបន់​ឆ្នេរ​សមុទ្រកម្ពុជាកាន់តែមានភាពទាក់ទាញទាំងផ្នែក​ហេដ្ឋា​រចនាសម្ព័ន្ធ និងផ្នែកបរិស្ថាន។

-       ឯកឧត្តមបណ្ឌិតសភាចារ្យ ឧបនាយករដ្ឋមន្ត្រី ជាទីគោរពដ៏ខ្ពង់ខ្ពស់!

          ជាការពិតណាស់ ប្រសិនបើយើងចង់បាន​ការអភិវឌ្ឍតំបន់​ឆ្នេរមួយ​ប្រកប​ដោយការ​ទទួល​ខុស​ត្រូវ​ខ្ពស់ យើង​មិនអាចកាត់ផ្តាច់ទំនាក់ទំនងដ៏ស្អិតរមួតរវាងឆ្នេរសមុទ្រ និងទីក្រុង​ជាប់ឆ្នេរ​ឡើយ​។ ឆ្នេរសមុទ្រ​ល្អស្អាត ខៀវស្រងាត់​ សំបូរ​ដោយជីវៈចំរុះ និងទីក្រុង​ដែលមាន​សេវាកម្ម​ទេស​ចរណ៍ល្អ និងមានសន្តិសុខ សណ្តាប់ធ្នាប់​ អនាម័យ​ បរិស្ថានល្អ ពិតជា​នឹង​ចូល​រួម​ចំណែក​យ៉ាងសំខាន់ដល់ការអភិវឌ្ឍទេសចរណ៍នៅតំបន់ឆ្នេរបានល្អ​ប្រសើរ។ ទីក្រុងមានការ​អភិវឌ្ឍ​ប្រកប​ដោយការទទួលខុសត្រូវខ្ពស់ នឹងមិនបង្កផលប៉ះពាល់មកលើតំបន់​ឆ្នេរ​​សមុទ្រឡើយ។ ដូចនេះ​​ដើម្បីធានាថា ការអភិវឌ្ឍទីក្រុងមិនបង្កផលអវិជ្ជមានមកតំបន់ឆ្នេរ ចាំបាច់ណាស់​ត្រូវ​តែ​អភិវឌ្ឍ​ទីក្រុងនោះឲ្យ​ក្លាយ​ជាទីក្រុងបៃតងដោយគោរពតាមគោលការណ៍ និង​ស្តង់​ដា​ទីក្រុង​ស្អាត។ ទីក្រុង​បៃតង (Eco City/ Green City) មិនត្រឹម​តែអាច​កាត់​បន្ថយ​ផលប៉ះ​ពាល់​មក​លើតំបន់​ឆ្នេរប៉ុណ្ណោះទេ តែថែម ទាំង​ជួយ​ទាក់​ទាញ​​​ទេសចរឲ្យមកកំសាន្ត​តំបន់ឆ្នេរថែមទៀតផង ព្រោះថាទីក្រុងបៃតងគឺជាច្រកចូល​ (Gateway) របស់ឆ្នេរ​សមុទ្រ។ ផ្ទុយទៅវិញ បើការ​អភិវឌ្ឍ​ទីក្រុង​មិន​គោរពតាមគោលការណ៍ និងស្តង់ដា​ទីក្រុងស្អាត​នោះទេ តំបន់ឆ្នេរ​អាចនឹងទទួលរងផល​ប៉ះ​ពាល់ ហើយអាចរងផលប៉ះពាល់ដល់ភាពទាក់ទាញទេសចរណ៍។

          ភាពសម្បូរបែបនៃធនធានធម្មជាតិ និងវប្បធម៌នៅតាមបណ្តាឆ្នេរសមុទ្រ និងកោះនានា គឺ​ជាឧត្តម​ភាពប្រកួតប្រជែង (Competitive Advantage) ក្នុងការអភិវឌ្ឍ​វិស័យ​ទេស​ចរណ៍​នៅ​កម្ពុជា។ សក្តានុពល ទាំង​នេះ​បាន​ធ្វើឲ្យ​តំបន់​ឆ្នេរ​សមុទ្រ​កម្ពុជា​កំពុង​ទទួល​ស្វាគមន៍​កំណើន​នៃការ​មក​ដល់ទេសចរជាតិ និងអន្តរជាតិ។ ជាក់ស្តែង​នៅឆ្នាំ២០១២ កន្លងទៅ ចំនួនទេស​ចរ​អន្តរ​ជាតិ​ដែល​មកទស្សនាតំបន់ឆ្នេរមានចំនួន ២៨០.៦៥៨នាក់ កើនឡើង៤៥.៣% និង​ទេស​ចរ​ក្នុង​ស្រុកចំនួន ១.៨២៧.៩២៧នាក់ កើនឡើង ៨% ធៀបនឹងឆ្នាំ២០១១។ សម្រាប់​រយៈ​ពេល១០ខែ ដើមឆ្នាំ២០១៣ នេះ​ ចំនួនទេសចរអន្តរជាតិមកទស្សនតំបន់ឆ្នេរមានចំនួន ៤១៨.៨៣៩នាក់ កើនឡើង៨៤.១% ធៀបនឹងរយៈពេលដូចគ្នាឆ្នាំ២០១២។ តាមការព្យាករណ៍​ នៅឆ្នាំ២០១៥ តំបន់ឆ្នេរ​សមុទ្រ​​កម្ពុជាអាច​​នឹងទទួលបានទេសចរអន្តរជាតិប្រមាណ ១លាននាក់  និង​នៅឆ្នាំ​២០២០ ប្រមាណ ២លាននាក់។ ការរីក​ចម្រើននៃវិស័យទេសចរណ៍ ពិតជាបាន​ចូល​រួម​ចំណែ​ក​យ៉ាង​ខ្លាំងក្នុងការអភិវឌ្ឍសេដ្ឋកិច្ច-សង្គម​ ពិសេស ចូលរួម​ដល់​​ការ​សម្រេច​នូវ​គោល​ដៅអភិវឌ្ឍន៍​សហ​ស្ស​វត្ស​របស់អង្គការសហប្រជាជាតិ ក៏ដូចជាយុទ្ធសាស្រ្តចតុកោណ​ដំណាក់​កាល​ទីបី​របស់​រាជ​រដ្ឋាភិបាលអាណត្តិទី៥ ដើម្បី “កំណើនការងារ ប្រសិទ្ធភាព​ និងសមធម៌”។

    

     ក្នុងឳកាសនៃការប្រារព្ធពិធីបុណ្យសមុទ្រដ៏ថ្លៃថ្លានេះ យើងខ្ញុំសូមថ្លែងអំណរគុណ និងអប​អរ​សាទរ​ចំពោះ​សន្និសីទ​អន្តរជាតិស្តីពី “សមុទ្រខៀវស្រងាត់ ទីក្រុងបៃតង”​ដែល​បាន​ដាក់​ចេញ​នូវ​សេចក្តី​ថ្លែងការណ៏បូកគោស្តី​ពីការអភិវឌ្ឍទីក្រុងតំបន់ឆ្នេរប្រកបដោយនិរន្តរភាព (Bokor Declaration on Sustainable Development of Coastal City) កាលពីព្រឹកថ្ងៃនេះ ដែល​សេច​ក្តីថ្លែង​ការណ៍​នេះនឹងក្លាយជាធាតុចូល (Input) សំខាន់ៗ សម្រាប់​​​ជា​ឯកសារ​យោងក្នុង​ការរៀប​ចំផែន​ការគ្រប់គ្រង និងអភិវឌ្ឍតំបន់ឆ្នេរប្រកបដោយនិរន្តរភាព និងការ​ទទួល​ខុស​ត្រូវខ្ពស់។ ជាមួយនេះផងដែរ ក្នុងនាមគណៈប្រតិបត្តិសមាជិកពេញសិទ្ធិនៃក្លឹបឆ្នេរសមុទ្រ ខ្ញុំសូម​ថ្លែង​​​អំណរ​គុណចំពោះអង្គការភាពជាដៃគូពិភពលោកសម្រាប់ការអភិវឌ្ឍទេសចរណ៍ (Global Partnership for Sustainable Tourism) ដែលបានចុះហត្ថលេខាជាដៃគូរបស់ក្លឹប ក្នុងក្រប​ខណ្ឌ​នៃកម្មវិធីបរិស្ថានរបស់ អង្គការសហប្រជាជាតិ​ (United Nation Environmental program-UNEP)

First of all, on behalf of the Ministry of Tourism and the Inter - institutional Commission for Sea Festival Arrangement, I would like to express my high respect and warm welcome to the presence of H.E Dr. SOK An, Deputy Prime Minister, Minister in Charge of the Office of the Council of Ministers, and a High Representative of Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia for presiding over the opening ceremony of the Sea Festival held on December 6-8, 2013 on the territory of Kep province—the Cambodia’s potential coastal tourist attractions.

I would also like to voice my sincere thanks to H.E Galip Gur, President of the Most Beautiful Bays in the World Club, and Lok Chumteav, delegations of the Most Beautiful Bays in the World Club, coming from the member bays around the world, CLMV and GMS Tourism Delegations, H.E Ambassadors, Excellencies, Lok Chumteavs, Distinguished National and International Guests, Ladies and Gentlemen, private sector, and citizens for having happily and extensively attended in this event.

The Sea Festival 2013 is being held in conjunction with the 9th World Congress of the Most Beautiful Bays in the World Club, International Conference under the theme of " Blue Sea, Green City ", and the 2^ndCLMV Tourism Ministerial Meeting (Cambodia-Lao-Myanmar-Vietnam), 32^nd GMS Tourism Working Group Meeting, which the solemn opening ceremony of the World Congress is highly presided over by Samdech Akka Moha Sena Padei Techo HUN SEN, at Thansur Bokor Highland Resort on December 06, 2013 yesterday.

Seizing this opportunity, I would like to make congratulation to the two new bays, which have been approved and officially declared as the Club’s full-fledged members as follows:

1.      Sakarun Bay of Croatia

2.      Matsushima Bay of Japan

Therefore, the current number of full-fledged members of the Most Beautiful Bays in the World Club is 36 from 25 countries. And I would also like to congratulate the other two bays, which have been approved and recognized as the new candidates as follows:

1.      Toyama Bay of Japan

2.      Nekour Al Heceima of Morocco

Along with this, we would like to congratulate the CLMV Tourism Ministerial Meeting on high approval for jointly promoting the promotional campaign “Four Countries, One Destination”, which leads to the achievements of international tourist attracting strategy, targeting  25 million in 2020 (4 million CLMV intra visitors), through further promoting the connectivity and improving the travel and transport. And I would also like to congratulate the GMS Tourism Working Group Meeting on having highly agreed on pushing forward the implementation of GMS tourism development strategy 2011-2015 by focusing on promotion, infrastructure development,​​ poverty reduction through tourism.

The arrangement of the Sea festival is an attractive tourist event for the Cambodian coastal areas, which contributes not only to promoting the tourism potential of the Cambodian coastal areas (Kampot , Kep , Preah Sihanouk, Koh Kong), but also to mainly supporting the Royal Government of Cambodia's policy on high attention to the sustainable and responsible coastal area development , especially natural resource preservation and conservation based on a clearly common commitment to maintain a balance between environmental, economic, social and cultural interests. A part from, the Sea Festival is a great  opportunity to promote the competitive movement " Clean City, Clean Resort, Good Service " and "Clean Beach Contest", particularly to enhance tourist service quality, infrastructure development, human resource development, and awareness raising to people about the advantage of Cambodia Bay.

Concerning the Sea ​​Festival, the Inter-institutional Commission has arranged for a number of major activities as follows:

1) A parade show (In which what's proud for Cambodia is a show of green transport such as Heng Development Co., Ltd’s electric vehicles, electric bicycles, electric remorks, and garbage catching robots (researched and made by students and professor of the Institute of Technology of Cambodia and Norton University, and financially sponsored by Cambodia Beer Brewery)

2) Sport activities on the sea and the beach such as volleyball on the beach, marathon, cycling, swimming (Triathlon), motor and boat racing, Bokator martial art show, Khmer traditional boxing, especially aero show in this year.

3) Food, wine and beverage festival, and exhibition of photo contests, achievements and development projects in the coastal areas.

4) Concerts, Art Performances, and firework for congratulation.

5) Ceremony on Planting Emerald Trees of Friendship “One Tourist, One Tree”

Moreover, it should be noted and proud for the Sea Festival this year being held with the participation of the public and private sector, and local people. Particularly the Sea Festival is held in parallel with the Trade Fair of the Ministry of Commerce.

Seizing this opportunity, on behalf of the Institutional Chairman, we would like to express our appreciation to His Excellency Kep Provincial Governor and Governor Board, and all citizens for their efforts to make cooperation with the relevant ministries-authorities, Unions of Youth Federation of Cambodia, private sector to prepare and develop necessary physical infrastructure in Kep province better and mobilizing to contribute actively and comprehensively to preserving, protecting environment, sanitation, garbage and public order along the public areas, cities, and coastal areas in Kep province, which turns Kep province to be reshaped and qualified as an attractively and beautifully recreational tourist destination.

I would like to thank His Excellency Kampot Provincial Governor and Governor Board and all citizens for making efforts to develop infrastructure, keep cleanness, good environment in order to contribute to arranging and congratulating the meetings in this province. And these activities are really contributing to supporting the Sea Festival arrangement in Kep province.

I would also like to take advantage of this opportunity to deeply thank the Ministry of Public Works and Transport for constructing a road from Kampot Province to Kep Province better, and the Development Bank (ADB) for helping in setting the tourism development project in the coastal areas, especially in Kep and Kampot provinces, which will cause the Cambodian coastal areas to be more attractive in terms of both infrastructure and environment.

Indeed, we cannot cut off cohesive relation between the coastal areas and the cities if we want highly responsible development. The clean and green beach rich in biodiversity and the cities having good tourist service, security, and social order, sanitation, and environment will certainly contribute to the development of cities along the coastline. The urban development in a highly responsible manner will not impact on the coastal areas. Therefore, to ensure that development does not cause negative impact on the coastal areas, it is necessary to develop the city to become a green city in line with the principle and standard of clean city. Eco City/Green City is able not only to reduce the impact on the coastal areas, but also to help in attracting more and more tourists visiting the coastal areas because the Eco city is the entrance of the coast. Against, if the development is not in line with the principle and standard of clean city, the coastal areas could be affected and may have impact on tourist attractions.

The diversity of natural and cultural resources in the coastal areas and islands is a competitive advantage in the development of tourism in Cambodia. The potential have made the Cambodian coastal areas welcoming the growth of national and international tourist arrivals. Obviously, in 2012, the number of international tourists visiting the coastal areas presents 280,658 increased by 45.3 % and 1,827,927domestic tourists, increased by 8% compared to 2011. For 10 months of 2013, the number of international tourists who visited the coastal areas presents 418,839, increased by 84.1 % compared to the same period of 2012. According to the forecast in 2015, the coastal areas will receive about 1 millioninternational tourists, and 2 million in 2020. The tourism development actually made a great contribution towards the socio-economic development, especially contributing to achieving the United Nations Millennium Development Goals, as well as the Rectangular Strategy Stage III of the Royal Government of Cambodia in the 5^th mandate to increase "employment, efficiency and equity".

On an auspicious occasion of the Sea Festival, We would like to express our thanks and congratulation to the International Conference on “Blue Sea, Green City” for having adopted the Bokor Declaration on Sustainable Development of Coastal City this morning, and this declaration will be key input for a reference in setting up plans for the highly sustainable and responsible management and development. Along with this, on behalf of the delegations of the Bay Club’s full-fledged members, I would like to thankthe Global Partnership for Sustainable Tourism for signing with the Club within the framework of the United Nations Environmental Program-UNEP.

All Cambodian citizens as well as the people in the coastal areas would like to express their deepest thanks to Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia for considering the Cambodian coastal areas as the nation’s important economic pole and for always reminding to pay attention to a sustainable and responsible development by ensuring the preservation and conservation of biodiversity and environment in the coastal areas to become an attractive tourist destination for all of us today and for our children in the future. All Cambodian people as well as the people living in the coastal areas would like to wish Samdech Techo Prime with good healthy, strength, and wisdom wise in order to lead the country towards prosperity and happiness for people.

ខ្ញុំសូមស្វាគមន៍ និងថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅ ចំពោះគណៈប្រតិភូក្លឹបឆ្នេរសមុទ្រស្អាត​​បំផុតលើ​ពិភពលោក និងគណៈប្រតិភូមកពីក្រសួងទេសចរណ៍​នៃប្រទេស CLMV និងប្រទេស​​មហាអនុតំបន់មេគង្គ ដែលបានឆ្លៀត​ឱកាសដ៏មមាញឹក ចូលរួមក្នុងពិធីបុណ្យ​​​​​​​​​​​​​​សមុទ្រ បន្ទាប់​ពីមហា​​សន្និបាតលើកទី៩នៃក្លឹបឆ្នេរសមុទ្រស្អាតបំផុតលើពិភពលោក កិច្ចប្រជុំរដ្ឋមន្រ្តីទេសចរណ៍នៃ​ប្រទេស CLMV និងកិច្ចប្រជុំក្រុមការងារទេសចរណ៍នៃប្រទេស​មហាអនុតំបន់មេគង្គ​ ជាពិសេសសន្និសីទ​​អន្តរជាតិស្តីពី សមុទ្រខៀវស្រងាត់ ទីក្រុងបៃតង (Blue Sea, Green City) ដែល​បាន​​ប្រ​ព្រឹត្ត​​ ទៅនៅរមណីយដ្ឋានឋានសួគ៌បូកគោកាលពីម្សិលម៉ិញនិងព្រឹកនេះ។ នេះគឺជាការផ្តល់កិត្តិយសយ៉ាង​ធំ​ធេ​ង និងការលើកទឹកចិត្តយ៉ាងខ្លាំង ដល់កម្ពុជាដែលជាម្ចាស់ផ្ទះ និងញ៉ាំងឱ្យ​អង្គពិធីទាំងមូ​ល​កាន់តែមា​នភាពអធិក​អធមថែមទៀត។

ឆ្លៀតក្នុងឱកាសនេះ ខ្ញុំសូមបញ្ជាក់ផងដែរថា នាពេលថ្មីៗនេះ កម្ពុជាបានរៀបចំសន្និសីទអន្តររដ្ឋាភិបាលលើកទី៣ស្តីពីអង្គរ នៅខេត្តសៀមរាប ប្រកបដោយភាពជោគជ័យ។ សន្និសីទនេះ បានប្រារព្ធឡើងជាលើកដំបូងបង្អស់នៅទីក្រុងតូក្យូ ក្នុងខែតុលា ឆ្នាំ១៩៩៣ ក្រោមគំនិតផ្តួចផ្តើមរបស់ប្រទេសជប៉ុន ឆ្លើយតប​នឹងព្រះរាជបំណងដ៏ខ្ពង់ខ្ពស់របស់ព្រះករុណាព្រះបាទសម្តេច នរោត្តម សីហនុ ព្រះមហាវីរក្សត្រ ព្រះវររាជបិតាជាតិខ្មែរ ព្រះបរមរតនកោដ្ឋ ជាទីគោពសក្ការៈដ៏ខ្ពង់ខ្ពស់បំផុត ដែលពេលនោះព្រះអង្គទ្រង់បានគង់ជាព្រះប្រធាននៃឧត្តមក្រុមប្រឹក្សាជាតិជាន់ខ្ពស់នៃកម្ពុជា និងលើកទី២ បានប្រារព្ធធ្វើឡើងក្នុងខែវិច្ឆិកា ឆ្នាំ២០០៣ នៅទីក្រុងប៉ារីស ក្រោមគំនិតផ្តួចផ្តើមរបស់ប្រទេសបាំង។

រាជរដ្ឋាភិបាលកម្ពុជា ក្រោម​ការដឹកនាំប្រកប​ដោយគតិបណ្ឌិត​របស់សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន នាយករដ្ឋមន្ត្រី​នៃព្រះរាជាណាចក្រកម្ពុជា សម្រេចបានសមិទ្ធផលធំៗជាច្រើន តាមរយៈការដាក់ចេញនូវផែនការនិងយុទ្ធសាស្រ្តសំខាន់ៗក្នុងការអភិវឌ្ឍសេដ្ឋកិច្ចសង្គម សំដៅលើកកម្ពស់ជីវភាព​រស់នៅ និងការកាត់បន្ថយភាពក្រីក្ររបស់ប្រជាពលរដ្ឋ ដែលជាក់ស្តែងអត្រាភាពក្រីក្របានថយចុះពី១០០% ក្នុងឆ្នាំ១៩៧៩ មកត្រឹម១៩%នាពេលថ្មីៗនេះ។ ជាមធ្យម អត្រា​ភាព ​​ក្រីក្រ​ធ្លាក់ចុះយ៉ាងហោចណាស់១% ជារៀងរាល់ឆ្នាំ។

តាមរយៈយុទ្ធសាស្ត្រសំខាន់ៗទាំងនេះ កម្ពុជាសម្រេចបានកំណើនសេដ្ឋកិច្ចយ៉ាងខ្ពស់ ដែល​​​កំណើន​នេះអាស្រ័យជាចម្បងលើវិស័យជាអាទិភាពមួយ​ចំនួន ជាអាទិ៍ វិស័យកសិកម្ម ទេសចរណ៍ កាត់​ដេរ និងសំណង់​ ដែលក្នុងនោះវិស័យទេសចរណ៍ត្រូវបានរាជរដ្ឋាភិបាលកម្ពុជាយកចិត្តទុក​ដាក់​ជា​វិស័យ​អាទិ​ភាព​​ ក្នុង​​ការជំរុញ​​កំណើន​សេដ្ឋកិច្ច​ជាតិ​ ហើយ​បាន​ចាត់​ទុក​វិស័យ​​​នេះជាមាសបៃតង។ ការអភិវឌ្ឍ​វិស័យទេសចរណ៍ ជាមួយនឹងសម្បត្តិធម្មជាតិនិងវប្បធម៌ដ៏សម្បូរបែប កម្ពុជារក្សាបានកំណើនភ្ញៀវទេសចរអន្តរជាតិគួរឱ្យកត់សម្គាល់ ពីចំនួនប្រមាណ១១៨.០០០នាក់ ក្នុងឆ្នាំ១៩៩៣ ដល់ចំនួន៣,៥៨លាននាក់ក្នុងឆ្នាំ២០១២។ ហើយក្នុងរយៈពេល១០​ខែដំបូងក្នុងឆ្នាំ២០១៣ យើង​ទទួល​បាន​ភ្ញៀវទេសចរអន្តរជាតិជាង៣,៣លាននាក់ ក្នុងអត្រា​កំណើន១៨,២% ធៀប​នឹងរយៈពេល​ដូចគ្នាក្នុងឆ្នាំ២០១២។ កម្ពុជារំពឹងថានឹងទទួលបានភ្ញៀវទេសចរអន្តរជាតិ​​ប្រ​មាណ ៤,៥​លាននាក់ នៅឆ្នាំ២០១៥ និង​ប្រមាណ៧លាននាក់ នៅឆ្នាំ២០២០។

តាងនាមរាជរដ្ឋាភិបាល និងក្នុងនាម សម្តេចតេជោនាយករដ្ឋមន្ត្រី ខ្ញុំសូមថ្លែងនូវការកោតសរសើរចំពោះក្រសួងទេសចរណ៍ ក្រសួងវប្បធម៌និងវិចិត្រសិល្បៈ សាលាខេត្តកែប និងគណៈកម្មការ​អន្តរក្រសួង ដែលបានខិតខំរួមសហការគ្នា រៀបចំពិធីបុណ្យសមុទ្រនេះឡើងបានយ៉ាងល្អប្រសើរ និងជាពិសេស សូមកោតសរសើរចំពោះក្រសួងទេសចរណ៍ ដែលបានខិតខំអនុវត្តភារកិច្ចរប​ស់​ខ្លួនប្រកប​​ដោយ​​ការទទួលខុសត្រូវខ្ពស់ ក្នុងការរៀបចំគោលនយោបាយ និងយុទ្ធសាស្ត្រអភិវ​ឌ្ឍ ​ទេសចរណ៍ ពិសេស​​ការធ្វើពិពិធកម្មផលិតផលទេសចរណ៍ និងការតភ្ជាប់តំបន់ប៉ូលទេសចរណ៍ សំខាន់ៗនៅទូទាំងប្រទេស។ ជាក់ស្តែង តំបន់ទេសចរណ៍សៀមរាបអង្គរ ​ត្រូវបានតភ្ជាប់មកតំបន់ឆ្នេរភូមិភាគនិរតី ដែលជាជំហាននៃការរីកចម្រើនថ្មីមួយទៀត។ ការហោះហើរ​តភ្ជាប់អង្គរជាមួយតំបន់ឆ្នេរដែលត្រូវបានសម្រេចកាលពីឆ្នាំ២០១១ ដោយមានក្រុមហ៊ុនអាកាសចរជាតិ (Cambodia Angkor Air)​ ជាប្រតិបត្តិករក្នុងការតភ្ជាប់ បានផ្តល់ជម្រើសនិងភាពងាយស្រួលជូនភ្ញៀវទស្សនាតំបន់វប្បធម៌ និងតំបន់ឆ្នេរ​សមុទ្រ​ព្រមគ្នា។ ការតភ្ជាប់នេះ ក៏បានផ្ដល់ភាព​ងាយ​ស្រួល​ដល់ភ្ញៀវទេសចរ​ដែលចូលមកកាន់កម្ពុជា​តាមរយៈនាវាទេសចរណ៍ផងដែរ។

ការអនុញ្ញាតរបស់រាជរដ្ឋាភិបាល  ឱ្យ​មានការរៀបចំពិធីបុណ្យសមុទ្រជារៀងរាល់ឆ្នាំនៅខេត្តតំបន់ឆ្នេរទាំងបួន គឺខេត្ត​​ព្រះសីហនុ កែប កោះកុង និងកំពត ដោយធ្វើការឆ្លាស់វេនគ្នា​សបញ្ជាក់ឱ្យ​ឃើញពីកា​រ​គាំទ្រ​របស់រាជ​រដ្ឋាភិបាល ក្នុងការជំរុញកិច្ចអភិវឌ្ឍតំបន់ឆ្នេរសមុទ្រកម្ពុជាទាំង​ទីក្រុង និងលើផ្ទៃសមុទ្រ ដែលបាននិងកំពុងដើរតួនាទីយ៉ាងសំខាន់ជាប៉ូលសេដ្ឋកិច្ចក្នុងការទាក់ទាញវិនិ-យោ​គសម្រាប់ជំរុញកំណើនសេដ្ឋកិច្ចជាតិ។ តំបន់ឆ្នេរកម្ពុជាត្រូវបានចាត់ទុកថាជាគោលដៅទេសចរណ៍ដ៏មានភាពទាក់ទាញ និងកំពុងមានការវិវត្ត ប្រែប្រួលមុខមាត់ថ្មី ស័ក្តិសមជា តារារះនាទិស​និរតី  និងជាសមាជិកក្លឹបឆ្នេរសមុទ្រស្អាតបំផុតលើពិភពលោក។

ខ្ញុំមានសុទិដ្ឋិនិយមថា ការរៀបចំពិធីបុណ្យសមុទ្រលើកទី២នេះ ពិតជារួមចំណែកដ៏សំខាន់​ក្នុងការអភិវឌ្ឍទេសចរណ៍នៅតំបន់ឆ្នេរសមុទ្រកម្ពុជា និងផ្តល់ផលប្រយោជន៍ជាច្រើន​ដល់ការផ្សព្វ​ផ្សាយ​អំពីសក្តានុពលទេសចរណ៍នៃតំបន់ឆ្នេរសមុទ្រកម្ពុជា។ ព្រឹត្តិការណ៍នេះនឹងជួយជំរុញការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធ ការជំរុញការយកចិត្តទុកដាក់កាន់តែខ្ពស់ពីគ្រប់​ភាគីពាក់ព័ន្ធនានា ក្នុងការអភិរក្សនិងថែរក្សាធនធាន​ធម្មជាតិនិង​វប្បធម៌នៅតំបន់ឆ្នេរសមុទ្រដ៏ស្រស់ស្អាតនៃយើង ក៏ដូចជាការលើកកម្ពស់​សមត្ថភាពនិងគុណភាពសេវាកម្មក្នុងវិស័យទេសចរណ៍ និងការយល់ដឹង​ជាសាធារណៈ សំដៅជំរុញ​ការលើកទឹកចិត្តថែមទៀតក្នុងការថែរក្សាតំបន់ឆ្នេរសមុទ្ររបស់យើង។

ឆ្លៀត​​ក្នុង​ឱកាសនេះ ខ្ញុំសូម​វាយ​តម្លៃ​ខ្ពស់​ចំពោះ​ប្អូនៗយុវជនរបស់​សហភាពសហព័ន្ធយុវជន​កម្ពុជា​ ដែល​បាន​ចូលរួម​ក្នុង​សកម្មភាព​​បញ្ជ្រាប​ការ​យល់ដឹង​ឱ្យ​កាន់តែច្បាស់ថែមទៀតអំពីការសម្អាត​ឆ្នេរ និង​ការធ្វើ​អនាម័យក្នុង​ខេត្តកែប និងខេត្តកំពត ទាំងមុននិង​ក្នុងអំឡុងពិធី​បុណ្យ​សមុទ្រ​នេះ។

ជាថ្មីម្តងទៀត ខ្ញុំសូមវាយតម្លៃខ្ពស់ចំពោះក្រសួងទេសចរណ៍ ក្រសួងស្ថាប័នពាក់ព័ន្ធ និងផ្នែកឯកជន ដែលបាននិងកំពុងជំរុញការផ្សព្វផ្សាយយ៉ាងសកម្ម និងបង្កើតព្រឹត្តិការណ៍នានា ដើម្បីទាក់ទាញភ្ញៀវទេសចរនិងអ្នកវិនិយោគ ជាពិសេសយុទ្ធនាការផ្សព្វផ្សាយទេសចរណ៍ “កម្ពុជា៖ ព្រះរាជាណាចក្រអច្ឆរិយៈ (Cambodia - Kingdom of Wonder)” ”ឆ្នេរសមុទ្រកម្ពុជា៖ តារារះនាទិសនិរតី” និងចលនាប្រឡងប្រណាំង “ទីក្រុងស្អាត រមណីយដ្ឋានស្អាត សេវាល្អ”។ ខ្ញុំ​សូមអំពាវនាវផង​ដែរ​​ដល់ក្រសួងស្ថាប័នពាក់ព័ន្ធ អាជ្ញាធរមូលដ្ឋាន ធុរជន និងបងប្អូនប្រជាពល​រដ្ឋ សូមយកចិត្តទុក​ដាក់អនុវត្តឱ្យបានខ្ជាប់ខ្ជួននូវតួនាទីនិងភារកិច្ចរបស់ខ្លួន ប្រកបដោយការទទួលខុសត្រូវខ្ពស់ក្នុងការរួមចំណែកអភិវឌ្ឍនិងថែរក្សាតំបន់ឆ្នេរ ធ្វើយ៉ាងណាធានាឱ្យបាន​នូវការអភិវឌ្ឍបៃតងនៅតំបន់នេះប្រក​បដោយចីរភាព និង​ចូលរួម​ប្រឡងប្រណាំងឆ្នេរស្អាត​។

មុននឹងបញ្ចប់ ខ្ញុំសូមថ្លែងអំណរគុណចំពោះក្លឹបឆ្នេរសមុទ្រស្អាតបំផុតលើពិភពលោក ដែល បានផ្តល់ជំនឿចិត្តលើឆ្នេរសមុទ្រកម្ពុជា និង​បានដាក់បញ្ចូលឆ្នេរសមុទ្រកម្ពុជាទាំងមូលជាសមាជិកពេញសិទ្ធិរបស់ក្លឹបនេះកាលពីឆ្នាំ២០១១។

My wife and I have the great honor and pleasure to be here tonight with Your Excellencies, Ladies and Gentlemen, on this wonderful opening occasion of the Sea Festival 2013.

I wish to express my warmest welcome and deep appreciation to the delegates of “The World’s Most Beautiful Bays Club” and delegates of the Ministries of Tourism from the CLMV and GMS countries, despite your busy schedules, for taking part in the 9^th Congress of “The World’s Most Beautiful Bays Club”, CLMV’s Tourism Ministers Meeting and GMS’s Tourism Working Group Meeting, particularly in the International Conference on “Blue Sea, Green City”, which were held yesterday and this morning in Thansur Bokor Highland Resort. As the host country, we are very honored and encouraged for being given opportunity to host these important events, making our festival even more significant and enthusiastic.

Taking this opportunity, I would also like to mention that, this week, Cambodia successfully organized the “3rd Intergovernmental Conference on Angkor” in Siem Reap province. The First Conference was held in Tokyo in October 1993, initiated by Japan, in a thoughtful response to the requests highly expressed by the Late His Majesty the King Father,​ who was at that time President of the Supreme National Council of Cambodia, while the Second Conference took place in Paris in November 2003 on the initiative of France.

Excellencies, Ladies and Gentlemen

The Royal Government of Cambodia, under the wise leadership of Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia, has made significant major achievements through policies and strategies for socio-economic development, aimed at raising living standards and reducing poverty of Cambodian people. As a result, poverty rate has significantly dropped from 100 percent in 1979 to 19 percent in recent years -- a drop of at least 1 percentage point per annum.

Thanks to these policies and strategies, Cambodia has enjoyed high economic growth rate over many years, driven largely by few major sectors, such as garments, construction, tourism and agriculture, of which tourism sector has been viewed as one of the priority sectors by the Royal Government in promoting economic growth, and it is thus regarded as “Green Gold.”

With tourism development and unique cultural and natural attractions, Cambodia has received remarkable high growth of tourist arrivals, from around 118,000 in 1993 to 3.58 million in 2012. Over the first ten months of 2013, the arrival figure was more than 3.3 million—an increase of 18.2% compared to the same period last year. We expect to receive 4.5 million international tourists by 2015 and 7 million by 2020.

On behalf of the Royal Government and Samdech Techo Prime Minister, I would like to express my appreciation to the Ministry of Tourism, Ministry of Culture and Fine Arts, Kep Provincial Authorities, and Inter-ministerial organizing Committee for their close cooperation in excellent organization and arrangement of the Sea Festival 2013. I also appreciate the Ministry of Tourism for responsibly fulfilling its tasks and duties in formulating the tourism development strategies and policies, in particular diversification of tourism products and connectivity of the main tourist hubs nationwide. Obviously, Siem Reap Angkor tourist destination connecting to the coastal areas in the Southwest is a new step of developments. The flights connecting Angkor to the coastal areas, which was launched in 2011 with Cambodia Angkor Air (the National Flag Carrier) being an operator, have provided choices and convenience for tourists to both cultural and coastal areas. The links also make it easy for tourists arriving in Cambodia by sea to visit other parts of the Kingdom.

Excellencies, Ladies and Gentlemen

The approval by the Royal Government of Cambodia to celebrate the annual Sea Festival in one of the four provinces along the coastal line, namely Sihanouk, Kep, Koh Kong, and Kompot Province in a rotating manner, confirms the Government’s support in promoting the development of Cambodian coastal areas, both in the city and in the sea, as these areas have been playing an important role as an economic pole in attracting investment for enhancing economic growth. Cambodian coastal areas are considered as attractive and evolving tourist destinations, which deserve a title of “Rising Star in the Southwest” and a membership of the World’s Most Beautiful Bays Club.

I am optimistic that the celebration of the second Sea Festival truly contributes to tourism development in Cambodian coastal areas, and is beneficial for the promotion of tourism potential in the coastal areas. This event will encourage the development of infrastructure and attract the attention from all stakeholders in the conservation and protection of natural and cultural resources along our stunning coastal areas, as well as promote the capacity and quality of tourism service, and raise public awareness aiming at further encouraging the protection of our coastal areas.

I would like to take this opportunity to highly commend our youths from the Union of Youth Federation of Cambodia who have helped raise further awareness on bays cleaning and hygiene in Kep and Kompot Provinces, both before and during the Sea Festival.

Excellencies, Ladies and Gentlemen

Once again, I highly appreciate the Ministry of Tourism and concerned ministries and institutions, as well as private sector for actively promoting and creating various events to attract more tourists and investors, especially in the promotional tourism campaigns of “Cambodia: Kingdom of Wonders” and “Cambodian Bay: Rising Star in the Southwest” and the competition movement of “Clean City; Clean Resort; and Good Service.” In this regard, I wish to call on the concerned ministries and institutions, local authorities, business communities, as well as our local population to adhere, with the high sense of responsibility, to the conduct of their own works and duties in contributing to the development and preservation of our coastal areas, in order to ensure sustainable green development in the areas and participate in the Clean Beach Contest.

Before concluding my remarks, I wish to express my sincere appreciation to the World’s Most Beautiful Bays Club for instilling confidence in Cambodia’s Bays and having admitted the entire Cambodian coast line to the Club’s full membership in 2011.

May I wish the Sea Festival 2013 to inspire further encouragement for the sake of the spirits of friendship, solidarity and cooperation in all fields to fulfill our common goal of prosperity, peace, stability and sustainable development in Cambodia, particularly its coastal areas in 2013 and years to come.

Finally, I wish Excellencies, Ladies, Gentlemen, distinguished national and international guests good health, great success, and happiness.
