Cambodia’s opposition party agrees to join parliament+

PHNOM PENH, July 22 Kyodo - Cambodia’s main opposition Cambodia National Rescue Party said Tuesday it has agreed to participate in parliamentary business, ending a nearly one-year boycott after the general election held July 28 last year.

A joint statement released Tuesday after a meeting of the leaders of the ruling Cambodian People’s Party and the CNRP said the two parties have settled their political differences and the CNRP has agreed to join parliament.

“The two parties agreed on a political settlement by which the two parties will work together in the legislature to help resolve the political problems of the nation based on democratic principles and the rule of law,” the statement said.

The agreement was made after the two parties agreed to compromise on various knotty issues, including reform of the National Election Committee and leadership of the National Assembly.

After the meeting, Prime Minister Hun Sen told reporters that the meeting was “successful,” while Sam Rainsy, the CNRP leader, said the two sides “have put an end to political conflicts” between them.

According to the joint statement, eight of the nine members of the National Election Committee will be selected by the two major parliamentary parties (four from each side) while the remaining one will need to be approved by both parties.

On the leadership of parliament, the CPP will appoint the president and a second vice president of parliament, while the CNRP will name the first vice president.

Also, on Tuesday, less than three hours after the agreement was made, the recent arrests of seven lawmakers-elect from the CNRP were released on bail from pre-trial detention center.

The seven including a prominent female politician Mu Sochua were charged last week with insurrection and incitement in connection with violent protest on July 15 at which a clash occurred between protesters and security personnel that left more than 50 people injured, including 38 security personnel.

All 55 CNRP lawmakers-elect have boycotted the 123-seat National Assembly since its sessions began in September last year in protest at the official results of July’s general election that showed Prime Minister Hun Sen’s CPP winning 68 seats.

The CNRP had demanded a thorough investigation into alleged irregularities in the election, while also calling for a fresh election and reform of the National Election Committee.
