Closing Speech by Samdech Techo Hun Sen at the 5th University Scholars Leadership Symposium 2014 Under the Theme “Dream It, Plan It, Do It”

National and International Guests, Ladies and Gentlemen!
Today I am pleased to participate in the closing ceremony of the “5th University Scholars Leadership Symposium 2014”held under the theme of “Dream It, Plan It, Do It“. At the outset, I would like to thank the Humanitarian Affairs UK, the youth and distinguished guests for supporting and choosing Cambodia as the host of the 5th University Scholars Leadership Symposium 2014” held from 1st to 7th August 2014, in Phnom Penh Capital City.

Seizing this opportunity, I would like to highly commend and value the cooperation effort between the Ministry of Tourism, the Union of Youth Federations of Cambodia, the Ministry of Education Youth and Sport, the Ministry of Environment, and relevant ministries-institutions for successfully organizing this 5th Symposium with the participation of promising youth—the young intellectuals coming from universities around the world. I am also very thankful to the national and international guest speakers for having shared your knowledge, know-how, new concepts, best practices and valuable experience in this 5-day Symposium, along with my great appreciation for the dynamic contribution from all national and international participants in a sense of responsibility and in the spirit of sharing and friendship for the development and triumph for all.

As mentioned in the report by H.E Mr. HUN MANY, the President of the Union of Youth Federations of Cambodia, this Symposium is held under the theme of “Dream It, Plan It, Do It”, which is not only the international conference contributing to the promotional campaign of Cambodia’s tourism potentials “Cambodia: Kingdom of Wonder” on the international scene, but also provides the opportunities for the Cambodian youth to exchange knowledge and best experiences with the others, a great chance to understand and communicate between each other, especially to swap experiences with speakers who are well versed in humanity, society, and environment along with new inspiration from well-known and highly experienced professors in the region and the world.

I believe that this event will continue to serve as a platform for Cambodian youth to have better understanding about their roles and obligations in respect of  humanitarian, social and environmental fronts which are valuable contribution to sustainable development, growth and equitable distribution of growth responding to the Royal Government’s policy on “Cambodian Youth Development”, aimed at developing youth to become physically, mentally and morally qualified individuals in a bid to make them become good citizens. This Symposium is also a great opportunity for the youth to build the capacities in on top of will, commitment, and professional conscience.

In fact, this international conference is held in a country that has passed through prolonged wars, genocide and internal divisions for several decades as a result of the outsiders’ interference into Cambodian society and the political ideology of the cold war. In the pursuit of full peace, reconciliation, and harmony witnessed today, this unfortunate territory and nation has passed through enormous and unprecedented losses, suffering and tragedy. To date, even though Cambodia and Cambodian nationals have managed to achieve peace, security, and national reconciliation under the umbrella of single Constitution, King, and Royal Government, but our nation has yet to be able to completely overcome both physical and non-physical consequences, scars and residues left by the prolonged wars and tragedies in the past.

Cambodia has been enjoying full peace, security, political stability, social order, and development of all sectors. In 2013 we achieved the economic growth of approximately 7.6% while GDP increased to more than USD 15 billion and GDP per capita increased to USD 1,036. The 2014 economic growth rate is projected to be 7.5%. This optimistic growth prospect can be achieved through the contribution of all people, in particular youth who are the potential active labor force. In this sense, I highly value this important theme of the Symposium, which clearly reflects the experience sharing of outstanding youth from all over the world as well as Cambodia. The reflection of reality of youth’s life progress and constant social evolution through teaching youth how to be creative and innovative and better understand themselves in the social context while we are all aware that sometimes due to their immaturity, boldness and vigorousness, youth are becoming the objective of political exploitation and victims, made easy by their lack of consideration and easy acceptance of political ideology and irresponsible political propaganda. In this connection, I am delighted to see the maturity of Cambodian youth reflected through their bold activities aiming to support the efforts of the Royal Government and people of Cambodia as a whole to ensure peace, security, political stability, social order, and the pace of development in order for the nation’s progress and prosperity for the Cambodian people from all walks of life.

Overall, the deliberation of the theme of this Symposium enable youth to better understand themselves by starting from being able to initiate and plan to carrying out real activities in any business in the cause of new achievements for individual and social interest. In this regard, youth participation is needed and invaluable for the development of the country. In other words, given the current context we can say that “Youth spearheads change and innovation and they are the strong pillars for propelling countries toward development, progress, peace and social stability“, which requires us to provide them with enough knowledge and opportunity to engage in all social activities, including charitable activities, social activities, economy, culture, environment, etc. On behalf of the Royal Government of Cambodia, I would like to call for all relevant ministries-institutions, national and international organizations, private sector “to work together for youth development and youth empowerment”. In this context, we must consider “youth the core of socio-economic development opportunities” requiring all the youth to be competent and creative to integrate themselves into the new political trends and fiercely competing and rapidly evolving socio-economic activities in the context of globalization.

Taking this auspicious occasion, in a sense to promote youth participation and youth empowerment, I would like to provide the following recommendations:

  1. Increasing opportunities for youth participation in economic development
At present, Cambodia is a country with the largest percentage of young population in the ASEAN region, i.e. around 5 million people, equivalent to 30% of the population, age between 15 to 29 years old, and this number will increase to 40% of the total population in 2020. Given this, I request the relevant ministries-institutions, private sector, national and international organizations to step up the collaboration, jointly strive to improve the job market and youth entrepreneurship and strengthen partnerships with youth from all walks of life by providing education, training and experience to enable them participate in the liberalized job market. In this respect, I would propose the establishment of a movement widely participated by all stakeholders that include public sector, private sector, local communities, national and international organizations, social organizations to prepare youth development program in each entity aimed to provide career orientation for youth to better seize market opportunities, to encourage more active participation of youth in social activities, to strengthen youth’s role and participation in public service, and to provide opportunities for and support youth entrepreneurship.

  1. Improving education and skill development for youth:
Overall, the Royal Government of Cambodia has been focusing on promoting socio-economic development to achieve new progress and high competitiveness compared to countries in the region and create job opportunities for youth from all walks of life. In this regard, I request the relevant ministries-institutions, national and international organizations, and development partners to further contribute to providing quality and effective education and training to strengthen competency, knowledge and skill of Cambodian youth and jointly increase job opportunities to help address youth unemployment. Moreover, we must strengthen and expand skill training program for youth who dropped out of school or failed to complete high school in order for them to have required skill and earn their living.

  1. Promoting professionalization of youth
To this end, I wish encourage the private sector to offer more opportunities to students who are studying in the university or technical training and education institutions to carry out an internship before graduating in order for them to get not only theoretical knowledge and practical skill, but also new opportunity through their direct involvement with the real work environment. In addition, in order to promote professionalism, competence, knowledge and skill on top of what they learn from educational institutions, I would propose the establishment of a permanent platform for sharing knowledge, experiences and success stories among youth in the job market and youth attending educational institutions through the creation of Youth Development Directorate System.

  1. Promoting youth participation in public and social service
In the context of globalization, constantly evolving society and relentless development that require us to take into account the principle of environmental sustainability, youth participation through their knowledge and skill has been playing an important role in the field of environment and heritage. Actually, their contribution to humanitarian activities, voluntary work in communities, preparation of small projects to respond to community’s needs, participation in environmental activities, trees planting, the preservation and conservation of cultural heritage all contribute to the effective protection and preservation of the environment and culture. It is true that youth has a special potential in increasing and creating initiatives, innovation, creativity in new fields with boldness, clear conscience and determination that contribute to economic, social, environmental and cultural development. In particular, I would like to highly commend the Union of Youth Federations of Cambodia for contributing to social, humanitarian and environmental activities of the Royal Government of Cambodia, especially the successful annual organization of “Angkor Sankranta” highlighting the role of youth in promoting and enhancing the values of culture and heritage as well as Cambodian tourism attractiveness. Meanwhile, I call for more opportunities for youth to participate in the provision of public services to local communities through the creation of field trip and encourage youth staff of all firms to involve in social and environment activities through encouraging firms to have their own program for their staff to actively participate in humanitarian, social and environmental activities. In this sense, I call on the Union of Youth Federations of Cambodia to collaborate with relevant ministries-institutions to set up a national volunteering platform for both Cambodian and international youth by supporting the movement of tree planting, environment cleaning, training, experience exchange and provision of assistance to local communities and so on. I believe that accepting foreign volunteers to work in Cambodia is a catalyst for attracting tourists, especially more inflow of youth as volunteer tourists, international tourists along with dynamic flow of domestic tourists. In this context, I deeply appreciate the spirit of this Symposium which has initiated establishment of a common platform for the development of volunteer tourism in Cambodia, which will act as a platform facilitating foreign students or experts to find voluntary works in Cambodia and promoting the development of comprehensive programs for accepting volunteers to Cambodia, especially youth.

Once again, I would like to express my deep thanks to the national and international guest speakers for having shared knowledge, know-how, new concept, experience and best practices in the Symposium. I highly appreciate the lively contribution from all national and international participants in a sense of responsibility, sharing and friendship for the development and triumph for all to this 5-day event, “The 5th University Scholars Leadership Symposium 2014” held in Phnom Penh, Cambodia, I would like to lend my full support to the “Joint Declaration on the Outcome of the 5th Symposium“, which is a common voice of all parties involved especially youth, and is expected to become a roadmap for the development of youth in Cambodia and the whole world.

Before closing, I strongly hope that this Symposium will provide many benefits for the youth to learn and gain knowledge, new concepts, leadership and best practices through presentation of and communication with our well-known and experienced speakers. This knowledge will inspire youth to understand and prepare themselves for contribution to national development in a sense of responsibility and in accordance with the spirit of the youth development policy of the Royal Government of Cambodia.

Finally, I wish Excellencies, Lok Chumteavs, Distinguished Delegates, National and International Guests, Ladies and Gentlemen happiness, prosperity in all your endeavors, and four gems of the Buddhist Blessings: Longevity, Nobility, Healthiness, and Strength.

ក្នុងឆ្នាំ១៩៩៧ ស្របតាមសំណើរបស់រាជរដ្ឋាភិបាលកម្ពុជាទៅកាន់អង្គការសហប្រជាជាតិឱ្យជួយកម្ពុជាក្នុង ការបង្កើតតុលាការមួយ ដើម្បីកាត់ទោសមេដឹកនាំជាន់ខ្ពស់នៃរបបខ្មែរក្រហមនោះ អ.វ.ត.ក ត្រូវបានបង្កើតឡើងដោយ ឈរលើមូលដ្ឋានគ្រឹះថា ត្រូវតែគ្មាននិទណ្ឌភាពសម្រាប់បទឧក្រិដ្ឋអន្តរជាតិធ្ងន់ធ្ងរបំផុត។

ក្នុងឱកាសផ្សេងៗយ៉ាងច្រើន ឯកឧត្តមបណ្ឌិតសភាចារ្យ សុខ អាន ឧបនាយករដ្ឋមន្ត្រី និងជារដ្ឋមន្ត្រីទទួល បន្ទុកទីស្តីការគណៈរដ្ឋមន្ត្រី បានជំរាបទៅមន្ត្រីបរទេសនានាដែលបានចូលជួបសន្ទនាជាផ្លូវការ និងក្នុងកិច្ចប្រជុំនានា នៃមន្ត្រី និងប្រជាជនកម្ពុជាចាប់តាំងពីបង្កើត អ.វ.ត.ក មកថា ការកាត់ទោសមេដឹកនាំជាន់ខ្ពស់នៃរបបខ្មែរក្រហមនឹង បន្សល់ទុកនូវ «ការចងចាំដ៏ធំធេង និងការទប់ស្កាត់មិន អាចឲ្យកើតឡើងវិញ» នៃរបបខ្មែរក្រហមដ៍សាហាវយង់ឃ្នង​ នៅក្នុងក្រអៅបេះដូង និងស្មារតីនៃប្រជាជនកម្ពុជា និងប្រជាជនទូទាំងពិភពលោក។

ទាក់ទងនឹងការប្រព្រឹត្តទៅនៃ អ.វ.ត.ក ដំណើរការតុលាការដ៏គួរកត់សម្គាល់នេះ ដែលត្រូវបានបង្ហាញថាមាន លក្ខណៈឯករាជ្យ និងឆ្លើយតបតាមស្តង់ដារអន្តរជាតិនៃដំណើរការត្រឹមត្រូវសម្រាប់ចុងចោទ រហូតដល់ការប្រកាស សាលក្រមនោះ គឺជាការបញ្ជាក់យ៉ាងប្រាកដថា កិច្ចខិតខំប្រឹងប្រែងរបស់អង្គការសហប្រជាជាតិ និងរាជរដ្ឋាភិបាល កម្ពុជា និងជំនួយពីប្រទេសជាច្រើន ដែលជា ”មិត្តរបស់អ.វ.ត.ក” នោះ នឹងអាចត្រូវបានមើលឃើញថាជាជោគជ័យ រួមនៃអ្នកចូលរួមពាក់ព័ន្ធទាំងអស់នៅក្នុងការបំរើផលប្រយោជន៍សម្រាប់មនុស្សជាតិនេះ។

COMMENTARY: Today’s Verdict of the ECCC Is a Resounding Success of the Model Court in Cambodia



The Extraordinary Chambers in the Courts of Cambodia (ECCC) on August 7, 2014 has reached a milestone with the delivery of the verdict in case 002/01against Khieu Samphan and Nuon Chea indicted for (i) the evacuation of an estimate of between 1.5 to 2.6 million people of Phnom Penh to the countryside from the morning of April 17, 1975, (ii) the subsequent movement of nearly 1 million people between different regions of the country between late 1975 and continuing to 1976 and 1977, and (iii) the execution of former high ranking and provincial officials of Lon Nol regime at Tuol Po Chrey execution site from 1975 through to 1977 where from 2,000 to 3,000 were massacred. Tuol Po Chrey is located in the province of Pursat. Khieu Samphan was the president of the state presidium of Democratic Kampuchea (Khmer Rouge) from 1976 until 1979. Nuon Chea was former chief ideologist of Khmer Rouge. Both were convicted life imprisonment for crimes against humanity and war crimes.

It is worth mentioning that in February 2012, the judgment of the case 001 was delivered with the conviction of the director of the notorious S-21 prison Kaing Guek Eav, aka Duch for crimes against humanity and war crimes.

In 1997 under the request of the Royal Government of Cambodia (RGC) with the United Nations (UN) to assist Cambodia in establishing a trial to prosecute senior leaders of the Khmer Rouge, the ECCC was established on the basis that there must be no impunity for the most serious international crimes.

On various occasions, His Excellency Dr. Sok An, Deputy Prime Minister and Minister in charge of the Office of the Council of Ministers informed official foreign visitors and score of meetings of Cambodian officials and people since the establishment of the ECCC that the trial of the leaders of senior Khmer Rouge will leave a profound “sense of remembrance and non-recurrence” of the regime of terror of the Khmer Rouge in the heart and mind of the Cambodian people and all the people worldwide.

Concerning the functioning of the ECCC, the remarkable judicial process which had been proven to be independent and meeting the international standard of due process for the defendants until the delivery of the judgment are the affirmation that the efforts of the UN and the RGC and the assistance by many countries, friends of the ECCC would have been viewed to be a collective success of all the people involved in the service of mankind.

His Excellency Dr. Sok An Deputy Prime Minister of the Royal Government of Cambodia and Mr. Stephen Mathias, Assistant Secretary-General for Legal Affairs of the United Nations have issued a Joint Statement soon after the delivery of the judgment to express their deep appreciation to judges and prosecutors, lawyers, court officials and staff, both national and international who have contributed to this process. They were both optimistic about the long-term commitment, both internationally and nationally, to provide ECCC with the necessary resources to ensure that justice is done for the people of Cambodia.

Undoubtedly, the ECCC is the model court that will leave a legacy in rendering justice to the victims of the genocide. It is a warning that those who committed crimes against humanity and war crimes wherever they are, on which continents they live, justice will find them and through due process in the court of law they will pay for their crimes like Khieu Samphan and Nuon Chea.

ក្នុង​សេចក្ដីប្រកាស​ព័ត៌មាន​របស់​ខ្លួន​នា​ថ្ងៃនេះ ស្ថានទូត​អាមេរិកសម្ដែង​ការ​អរគុណ​ដល់​ចៅក្រម និង​អ្នកតំណាង​ផ្សេង​ទៀត​នៃ​តុលាការ​នេះ ចំពោះ​ការខិតខំ​និង​ការប្តេជ្ញាចិត្ត​របស់​គេ​ក្នុង​ការស្វែងរក​យុត្តិធម៌​។

សេចក្ដីប្រកាស​បន្ត​ថា រដ្ឋាភិបាល​សហរដ្ឋអាមេរិក​នឹង​បន្ត​ជួយ​គាំទ្រ​ដល់​ការខិតខំ​របស់ ECCC ក្នុង​ការនាំ​យុត្តិធម៌​ជូន​ប្រជាជន​កម្ពុជា ក៏​ដូចជា​ការបង្ហាញឲ្យឃើញ​ច្បាស់​នូវ​ឧក្រិដ្ឋ​កម្ម​ដ៏​គួរឲ្យ​រន្ធត់​របស់របប ​ខ្មែរក្រហម និង​ការពង្រឹង​និតិរដ្ឋ​នៅ​កម្ពុជា ។​

ចំណែក​សហភាព​អ៊ឺរ៉ុប​នៅ​ថ្ងៃនេះ​ក៏​បាន​ចេញ​សេចក្ដីថ្លែងការណ៍​ដើម្បី​ស្វាគមន៍ និង​ថា​ការ​ផ្ដន្ទា​ទោស​នេះ​គឺជា​ជំហាន​វិជ្ជមាន​ដ៏​សំខាន់​មួយ​នៅ​ក្នុង​ ការតស៊ូ​របស់​ពិភពលោក​ប្រឆាំង​នឹង​ការ​រួច​ទោស ហើយ​វា​បង្ហាញ​ថា អ្នកដឹកនាំ​នយោបាយ​ណាក៏ដោយ​គឺ​អាច​នឹង​ទទួល​ខុស​ត្រូវ​​សម្រាប់​ការប្រព្រឹត្ត​របស់ខ្លួន ទោះបីជា​កន្លងផុត​អស់​រយៈពេល​រាប់​ទសវត្ស​ហើយ​ក៏​ដោយ ។​

សេចក្ដីថ្លែងការណ៍​បន្ត​ថា សហភាព​អ៊ឺរ៉ុប​តាំងចិត្ត​នឹង​បន្ត​ផ្ដល់​ជំនួយ​សម្រាប់​ប្រយោជន៍​ដល់​ យុត្តិធម៌​សម្រាប់​ជនរងគ្រោះ​នៃ​សម័យ​ខ្មែរក្រហម និង​ចែករំលែក​ដល់​ដំណើរការ​នៃ​ការ​ផ្សះ​ផ្សារ​នៅក្នុង​ប្រទេស​កម្ពុជា។​

សំណុំរឿង​០០២ ត្រូវបាន​បែងចែក​ជា​២​ករណី ដើម្បី​សម្រួល​ដល់​ការកាត់ក្តី គឺ​ករណី​០០២/០១ និង​០០២/០២ ដោយសារ​ភាពស៊ាំ​ញ៉ាំ និង​វ័យ​ចាស់ជរា​របស់​ជន​ជាប់ចោទ​។ ជនជាប់ចោទ​ក្នុង​សំណុំរឿង​០០២ រួមមាន លោក នួន ជា អាយុ​៨៨​ឆ្នាំ អតីត​អនុ​លេខា​បក្ស​កុម្មុយនីស្ត​កម្ពុជា និង ខៀវ សំផន អាយុ​៨៣​ឆ្នាំ អតីត​ប្រមុខរដ្ឋ​នៃ​កម្ពុជា​ប្រជាធិបតេយ្យ​។​

សវនាការ​លើ​សំណុំរឿង​០០២​នេះ បាន​ចាប់ផ្តើម​កាលពី​ថ្ងៃ​ទី​២១ ខែវិច្ឆិកា ឆ្នាំ​២០១១ និង បាន​ធ្វើ​សេចក្តីសន្និដ្ឋាន​បិទ​បញ្ចប់​កិច្ច​ពិភាក្សា​ដេញដោល​នៅ​ខែ​តុលា​ ឆ្នាំ​២០១៣​។ សំណុំ​រឿង​០០២/០១ អង្គ​ជំនុំជម្រះ​បាន​ស្តាប់​សក្ខីកម្ម​ពី​សាក្សី​ចំនួន​៩២​នាក់​។​

បទ​ចោទ​ប្រកាន់​នានា​ក្នុង​សំណុំរឿង​០០២/០១​នេះ ផ្តោត​លើ​ឧក្រិដ្ឋកម្ម​ប្រឆាំង​មនុស្ស​ជាតិ​ដែល​ពាក់ព័ន្ធ​នឹង​ការផ្លាស់​ ទីលំនៅ​ប្រជាជន​ដោយ​បង្ខំ​ចេញពី​ភ្នំពេញ នៅ​ខែ​មេសា​ឆ្នាំ​១៩៧៥ និង​ការផ្លាស់​ទីលំនៅ​ប្រជាជន​ចេញពី​តំបន់​ផ្សេងៗ​ទៀត ក្នុង​ដំណាក់​កាល​ក្រោយ​ទៀត ​(​ដំណាក់កាល​ទី​១ និង​ដំណាក់កាល​ទី​២) និង​ការសម្លាប់​ទាហាន​នៃ​របប​សាធារណ​រដ្ឋ​ខ្មែរ​នៅ​ទួល​ពោធិ៍​ជ្រៃ​ក្នុង​ ខេត្ត​ពោធិ៍សាត់​នៅ​ខែ​មេសា ឆ្នាំ​១៩៧៥​។

Speech by Samdech Techo Hun Sen at the Closing of the General Assembly of the Sixth-Term Cambodian Red Cross

Excellencies, Lok Oknha, Distinguished National and International Guests,
Dear all the Participants!
Today, I am delighted to participate in the closing of the “the General Assembly of the Sixth-Term Cambodian Red Cross” held over the last two days. This General Assembly is a great opportunity for us to take stock of the achievements of the Fifth-Term Cambodian Red Cross and review progress and challenges in the implementation of the Cambodian Red Cross Strategy 2011 – 2020 which has four core areas, viz. disaster management, promotion of health and healthcare in community, promotion of humanitarian principles and values, and institutional development and resource development aimed to enhance the efficiency and garner trust from the public, especially to materialize new achievements in the sixth term and beyond. In this spirit, I strongly believe that the General Assembly has thoroughly reviewed and deliberated the work implemented to date and diagnosed the root of the problems faced by the organization to serve as the basis for reforming program activities and setting new direction for the new term in the cause of contributing to humanitarian sector, rescue of lives, reduction of the hardship and material shortage of people, especially the acceleration of poverty reduction and enhancement of the living standard of the people.
Taking this opportunity, I would like to express my high appreciation to all levels of the management, officials, volunteers and youth of the Cambodian Red Cross for all the sacrifices and great effort in a strong sense of responsibility to implement the Cambodian Red Cross Strategy 2011 – 2020, based on an even stronger foundation, assessment of strengths and weaknesses, and regular experience exchange to achieve subsequent success. At the same time, I also wish to value all donors highly for providing firm support and close cooperation by exerting mental and physical strength to contribute to the humanitarian activities of the Cambodian Red Cross in the interest of the nation and the people.
I also would like to congratulate Samdech Kittiprittbundit on her reelection as the president of the Cambodian Red Cross continue to manage and lead the sixth term of office of the Cambodian Red Cross. Taking this opportunity, I wish to lend my full support to the elected members of the central committee for this term of office as well as chief financial officer, secretary general and deputy secretary general who have just been appointed. I strongly believe that members of the central committee, chief financial officer, secretary general, deputy secretary general, all staff and volunteers of the Cambodian Red Cross will step up effort even further in the cause of building capacities in the humanitarian sector to respond to disasters and lessen the hardship of the people throughout the nation. At the same time, the Royal Government of Cambodia will continue to support in terms of policy framework, regulations and other supporting mechanisms as well as material and financial contribution and encourage the Cambodian Red Cross to implement its Strategy for 2011 – 2020 to achieve further success in the sixth term of office. I also wish to appeal to all members of the central committee, all levels of the management, staff, volunteers and youths of the Cambodian Red Cross to further strengthen and extend your responsibilities, especially the development of organization and resource, to ensure the stability of the organization’s operation and financial resource for the cause of continued rescue of life and people from hardship, vulnerability and poverty in an effective and efficient manner to move toward a prosperous community in the interest of the nation and the people.
In this spirit, I strongly hope and believe that all levels of the management of the Cambodian Red Cross will be committed to leading and managing the organization with a great sense of responsibility, good governance and solidarity, unity, cooperation and mutual assistance to contribute to mission to rescue human lives, response to challenges, and promotion of the values and dignity of humanity living up to its name as the leading humanitarian organization in the country.
Taking this auspicious opportunity, on behalf of the Royal Government of Cambodia and myself, I would like to express my most profound gratitude to the most revered Preah Karuna Preah Bat Samdech Preah Baromneath Norodom Sihamoni, King of Cambodia, for His Majesty’s participation in the opening of the General Assembly of the Sixth-Term Cambodian Red Cross in yesterday’s afternoon of August 06, 2014. This noble gesture demonstrates His Majesty’s highest attention to and full support for the humanitarian mission of the Cambodian Red Cross and His Majesty’s four virtues of Brahma (Prum Vihear Thor) are closely linked to the well-being of the people – children, grand children and great grand children – especially the vulnerable throughout the country. These have indeed helped promote and enhance the name and reputation of the Cambodian Red Cross in both the national and international arena.
Achievements and progress of the Cambodian Red Cross of the previous term highlighted in the stocktaking report by Samdech Kittipritbundit, president of the Cambodian Red Cross, reflect the leadership, unwavering commitment, good governance, strong sense of responsibility, transparency and accountability of all branch and sub-branch offices all over the 25 capital/provinces, particularly the mobilization of Cambodian Red Cross youth volunteers, who are our indispensable resources and worthy successors for the future, to take part in the implementation of the organization’s strategies, i.e. the four core priorities. In this sense, we can reaffirm that the Cambodian Red Cross has worked hard and overcome all challenges with high commitment, bold spirit and courage in the cause of timely rescue of victims at all places and under all circumstances regardless of nationality, race, religion or political tendency in accordance with the motto “Where There Is Suffering, There Is the Red Cross.”
Overall, the Cambodian Red Cross Strategy 2011-2020 is in line with the long-term vision of the Royal Government of Cambodia which adheres to the principle of mobilizing forces throughout the country to jointly build and protect the Cambodian motherland in pursuit of prosperity, equitable distribution of growth, poverty reduction, and harmonic and happy life of the people.
In fact, the success of the humanitarian mission of the Cambodian Red Cross in the fifth term of office cannot be separated from contribution from relevant ministries-institutions and all stakeholders under the forms of cooperation, experience exchange and dialogue in a constructive way for promoting the activities of the Cambodian Red Cross as well as recommendations for implementing the activities outlined in the strategy. This General Assembly clearly demonstrates contribution from relevant ministries-institutions, and as a result, the amendment of the organization’s statute, rules of procedures and financial regulations, which are the basic rules and regulations, have been reviewed and unanimously adopted. This shows our flexibility to accommodate the changing environment and in-depth reform programs of the Royal Government of the fifth legislature of the National Assembly. In this spirit, we hope these amendments will further contribute to enhancing the capacity and transparency of this organization so it can successfully and effectively carry out its mission in accordance with humanitarian values of the Cambodian Red Cross.
Meanwhile, the work plan for the sixth term approved by the general assembly attests to institutional thinking and inspires members at the central level as well as in branch and sub-branch offices to further consider priority issues within their respective territories and enhance capacities and work efficiency to address various challenges, particularly further strengthen and expand institutional development and resource capacity as the real core of the institution. The launch of the Strategy for 2011-2020 as well as work and resource frameworks help strengthen and expand the Cambodian Red Cross to carry out its humanitarian mission successfully and garner trust from all stakeholders and the public.
In sum, the Strategy for 2011-2020 shows the high attention of the Cambodian Red Cross at the central level and branch/sub-branch level on its preparedness and prevention of disasters in each locality by setting up information channel, disaster monitoring and data management and post-disaster restoration with ownership. Furthermore, the Cambodian Red Cross will further implement its program to promote traffic safety in Cambodia, a country with high risk of traffic accidents which have resulted in the loss of lives and properties, disability, orphans, widows and vagrants; all these pose a heavy burden on their families and the whole society.
At the same time, the Cambodian Red Cross has paid attention to the elimination of some drawbacks such as domestic violence and human trafficking, the promotion of the rights of children viz. orphans, children with disabilities and children from poor families, through the provision of education and vocational training, rehabilitation service, prevention of child exploitation etc. as well as expanded education and vocational training for youth and volunteers, and promotion of social morality and women’s values to strengthen and expand the youth force as the core of rescue mission and promote their dignity. In this spirit, I would like to encourage the Cambodian Red Cross to step up its youth program, including the expansion of health and hygiene education in communities, and timely participate in rescue missions at all places, under all circumstances.
Taking this opportunity, I would like to appeal to all ministries-institutions, cooperation partners, private sector, and local authorities to maintain and strengthen solidarity, unity and good cooperation to support daily operation of the Cambodian Red Cross to contribute to the successful implementation of the Strategy for 2011-2020, especially to increase the opportunity for branch and sub-branch offices to exchange experience and come up with good recommendations for constructing and developing each locality with ownership.
The achievement and success of the fifth-term Cambodia Red Cross cannot be separated from the royal humanitarian activities of and contribution from Preah Karuna Preah Bat Samdech Preah Baromneath Norodom Sihamoni, King of Cambodia, and Her Majesty Queen Mother of Cambodia, Honorary President of Cambodia Red Cross, especially His Majesty, The Great Heroic King, King Father of Cambodia, Preah Borom Ratanakkaud, who have paid high attention to the welfare of the people – their children, grand children and great grandchildren by regularly donating their personal wealth to the Cambodian Red Cross in order to assist disaster victims throughout the country. I would like to take this solemn opportunity to wish Preah Karuna Preah Bat Samdech Preah Baromneath Norodom Sihamoni, King of Cambodia and Her Majesty Queen Mother of Cambodia, Honorary Chairwoman of Cambodian Red Cross good health and longevity of more than hundred years old to remain as the symbol of humanitarian force and the great shade for all Cambodian people and I would like to pray to the soul of the most revered Preah Bat Samdech Preah Norodom Sihanouk, the Great Heroic King, King Father of Cambodia, Preah Borom Ratanakkaud to wish all the Cambodian people peace and prosperity.
In addition, I would like to express my deep thanks to Excellencies, Oknha, ladies and gentlemen, both national and international donors, for your charitable gesture and for providing mental, material and financial support to the Cambodian Red Cross in the cause of assisting victims and the vulnerable in the humanitarian framework.
In fact, this charitable support represents not only the great force of solidarity and culture of sharing that have been carved in the heart of each Khmer long time ago, but also a great contribution to lessening people’s hardship and material shortage, especially life rescue during natural and other disasters in order to maintain the dignity and enhance the livelihoods of the people.
At the same time, I would like to appeal to all relevant ministries-institutions as well as local authorities and all types of armed forces to step up their attention on providing cooperation and support as well as trust building in order to ensure the improved efficiency and success of the humanitarian mission of the Cambodian Red Cross in this mandate. In short, in spite of the progress of the Cambodian Red Cross, we still need support from all stakeholders since most of the current issues such as climate change, road accidents, UXO accidents etc. require joint effort from all stakeholders. Meanwhile, we must also pay attention to studying in advance the vulnerability, areas and people vulnerable to disasters in each locality and set up a clear-cut prevention database to facilitate monitoring and prevention as well as response measures in case of natural disasters.
Before ending, I would like to express my support for the continued cooperation and partnership between the International Committee of Red Cross and the Cambodian Red Cross for the next 30 years while both parties have worked together and achieved great success during the last 30 years.
Finally, along with the declaration of the closing of the General Assembly of the Cambodia Red Cross of the Sixth Mandate, I would like to wish Samdech, Excellencies, Okhna, national and international guests, youth volunteers and all participants the four gems of Buddhist blessing: Longevity, Nobility, Healthiness, and Strength.

En ce jour du 7 août 2014, nous saluons le prononcé du jugement par la Chambre de première instance des Chambres extraordinaires au sein des tribunaux cambodgiens (CETC) au terme du premier procès dans le cadre du dossier n° 002.
Le verdict prononcé aujourd’hui pose un jalon important dans les travaux des CETC et marque un moment historique pour la justice pénale internationale. C’est également une journée à marquer d’une pierre blanche pour le peuple du Cambodge. Depuis le renversement du régime khmer rouge le 7 janvier 1979, il y a à peine plus de 35 ans, les Cambodgiens s’efforcent de reconstruire leur société.
Les travaux des CETC, un tribunal national créé avec le concours et la participation de la communauté internationale, témoignent de la ferme volonté de l’Organisation des Nations Unies, du Gouvernement royal cambodgien et de la communauté internationale que justice soit rendue aux victimes des crimes bouleversants commis par les Khmers rouges.
Le Gouvernement royal cambodgien et le Secrétaire général des Nations Unies ont maintes fois souligné la nécessité de mettre un terme à l’impunité pour les crimes internationaux les plus graves. Le processus judiciaire indépendant doit pouvoir suivre son cours pour s’assurer que ceux qui commettent des crimes graves répondent de leurs actes.
Les CETC ont montré qu’elles avaient la capacité de mener des procès complexes dans le respect des formes légales et des normes internationales. En février 2012, le procès dans le dossier n° 001 a été conclu avec la condamnation du directeur de la tristement célèbre prison S‑21 pour crimes contre l’humanité et crimes de guerre.
Le verdict prononcé aujourd’hui est l’aboutissement d’un processus judiciaire véritablement remarquable. Près d’une centaine de personnes sont venues témoigner pendant le premier procès dans le cadre du dossier n° 002. Près de 4 000 parties civiles ont été autorisées à participer à la procédure en qualité de victimes, un fait sans précédent. Elles ont pu décrire leurs souffrances et demander réparation. Plus de 100 000 personnes se sont rendues au tribunal pour assister au procès, tandis que des millions d’autres ont pu suivre les débats grâce à leur retransmission en direct à la télévision, à la radio et sur Internet. Assurément, ce processus a permis de bâtir une mémoire publique précieuse pour le peuple du Cambodge et le reste du monde.
Nous tenons à adresser nos sincères remerciements à tous ceux qui ont participé à ce processus, aux juges et procureurs, aux avocats, aux responsables et au personnel du tribunal, tant cambodgiens qu’internationaux. Le verdict prononcé aujourd’hui atteste de l’engagement à long terme, tant à l’échelle internationale que nationale, à fournir aux CETC les moyens nécessaires pour que justice soit rendue au peuple du Cambodge.
Nous comptons sur les CETC pour qu’elles poursuivent leurs importants travaux. Nous appelons toutes les parties prenantes à continuer à soutenir et à défendre l’indépendance du processus judiciaire.

Press Release: Nuon Chea and Khieu Samphan Sentenced to Life Imprisonment for Crimes Against Humanity

Today, the Trial Chamber of the Extraordinary Chambers in the Courts of Cambodia (ECCC) found Nuon Chea and Khieu Samphan guilty of crimes against humanity committed between 17 April 1975 and December 1977 and sentenced them to life imprisonment.

Nuon Chea was the Deputy Secretary of the Communist Party of Kampuchea (CPK) and a member of both the CPK Central and Standing Committees. Nuon Chea, with Pol Pot, exercised the ultimate decision-making power of the Party. Nuon Chea officially exercised the role of Acting Prime Minister of DK on several occasions from September 1976 up until 1977 when Pol Pot resumed his duties. Due to his seniority within the CPK leadership, Nuon Chea enjoyed oversight of all Party activities extending beyond the roles and responsibilities formally entrusted to him during the DK period. Khieu Samphan became a candidate member of the CPK Central Committee in 1971 and a full-rights member in 1976. He was one of two members of Office 870 which oversaw the implementation of the decisions of the CPK Standing Committee. As a member of Office 870 he was responsible for commerce and played an important role in matters of economics and foreign trade in the Democratic Kampuchea (DK). In April 1976, Khieu Samphan was appointed President of the State Presidium. While this was a largely symbolic role with no executive power, he had the confidence and trust of the other members of the Party Centre and he participated in meetings of the Central and Standing Committees.

The Trial Chamber found that, together with members of the Standing and Central Committees, government ministers and Zone secretaries, both Nuon Chea and Khieu Samphan participated in a joint criminal enterprise to achieve the common purpose of implementing a rapid socialist revolution through a ‘great leap forward’ by whatever means necessary. The Chamber found that this common purpose was implemented through, amongst other means, policies to forcibly displace people from cities and towns and between rural areas. As a result, during the first phase of the movement of the population at least two million people were forcibly transferred from Phnom Penh in April 1975 by Khmer Rouge soldiers under false pretexts and threats, often at gunpoint, with almost no prior warning and in terrifying and violent circumstances. At the time of its expulsion, the population of Phnom Penh was severely weakened by the experience of a long siege characterised by food shortages. In this weakened condition, the population was forced to march to rural areas during the hottest time of the year and without adequate food, water, medical care, accommodation or transportation. Without exception, the entire population of Phnom Penh was evacuated, including monks, the old and the young, the sick and injured from the city’s hospitals, pregnant women and those who had recently given birth. There were numerous instances of Khmer Rouge soldiers shooting and killing civilians during the course of the evacuation, while many others died of exhaustion, malnutrition or disease.

During the second phase of the movement of the population, between September 1975 and December 1977, at least 330,000 to 430,000 people were forcibly displaced from various locations throughout Cambodia. Most people were ordered to leave their locations and transferred under armed guard. Those who refused transfer or attempted escape were arrested, detained or transferred in a further round of movements.      People were transported by different means, including truck, boat, ox cart and on foot. People were constantly monitored, had no water and insufficient food, and were not allowed to carry any belongings. Those transported by truck were guarded by armed Khmer Rouge soldiers, who shot at those who tried to escape. Due to exhaustion, starvation or illness, some people died.

The Trial Chamber also found that Nuon Chea and Khieu Samphan implemented the common purpose through a policy to target former Khmer Republic officials. As a result of this policy at least 250 Lon Nol officials who had been transported from Pursat to Tuol Po Chrey were executed immediately after 17 April 1975.

Nuon Chea and Khieu Samphan were, through their participation in the joint criminal enterprise, found to have committed the crimes against humanity of murder, political persecution and other inhumane acts (comprising forced transfers and attacks against human dignity) during movement of population (phase one); political persecution and other inhumane acts (comprising forced transfers and attacks against human dignity) during movement of population (phase two); and murder and extermination through executions of Khmer Republic officials at Tuol Po Chrey. Nuon Chea and Khieu Samphan were also found to have planned, instigated and aided and abetted the crimes of extermination (during movement of population (phases one and two)), other inhumane acts (comprising enforced disappearances) (during movement of population (phase two)) and political persecution (at Tuol Po Chrey). Additionally, Nuon Chea was found to have ordered these crimes.

The Chamber found only Nuon Chea to be responsible as a superior for all crimes committed in the course of the movements of population and at Tuol Po Chrey, a factor which was considered in sentencing.

In sentencing, the Trial Chamber considered the gravity of the crimes, including that they were committed across the whole of Cambodia during a more than two-and-a-half-year period against a vast number of victims, which is among the highest of any decided case concerning international crimes. The gravity of the crimes was further illustrated by the conditions of forced transfer, which were severe, unrelenting and inhumane. Further, the crimes had serious and lasting impact upon the victims, their relatives and Cambodia in general. The Trial Chamber found a number of aggravating circumstances had been established (Nuon Chea and Khieu Samphan were well-educated and knew the import and consequences of their actions; the crimes were committed in abuse of their positions of authority and influence; and many victims were vulnerable and defenceless), with limited mitigating circumstances. The Chamber sentenced both Nuon Chea and Khieu Samphan to life imprisonment, noting that they each have the right to appeal the convictions and sentence imposed.
The Trial Chamber found that, as a consequence of the crimes of which Nuon Chea and Khieu Samphan have been convicted, the Civil Parties and a very large number of additional victims have suffered immeasurable harm, including physical suffering, economic loss, loss of dignity, psychological trauma and grief arising from the loss of family members or close relations. The Chamber consequently endorsed the implementation of 11 reparation projects that have been designed to appropriately acknowledge the harm suffered by Civil Parties as a result of the commission of the crimes at issue in this trial and to provide benefits to the Civil Parties that address this harm. The following projects were endorsed: the institution of a National Remembrance Day project; the construction of a memorial in Phnom Penh to honour victims of forced evacuations; a testimonial therapy project; self-help groups; a permanent exhibition; a mobile exhibition and education project; the inclusion of a chapter on forced population movement and executions at Tuol Po Chrey within the Cambodian school curriculum; the construction of a peace learning centre; a booklet on adjudicated facts and civil party participation at the ECCC; two editions of the verdict in Case 002/01; and inclusion of Civil Party names on the ECCC website.

The substantive hearings in this trial commenced on 21 November 2011 and concluded with closing statements on 31 October 2013. During the 222 days of trial, the Trial Chamber heard testimonies from 92 individuals, including 53 fact witnesses, 5 character witnesses, 31 Civil Parties and 3 experts. An unprecedented number of 103,724 people attended the trial.
